GND CONFLICT OCCURS BTWN 2 ACFT AT A NON TWR ARPT OF AVO; FL.

Narrative

I ARRIVED AT AVO AT ABOUT XA15; LNDG ON RWY 4 (THE NO WIND OR LIGHT WIND RWY AT AVO) AND TAXIED TO THE FBO RAMP TO DROP OFF THE INSTRUCTOR WHO HAD GIVEN ME AN ANNUAL SES RECURRENCY CHK RIDE. WINDS WERE OUT OF THE E AT 4-6 KTS. AFTER 10 MINS OF DOWN TIME DISCUSSING THE CHK RIDE; I REINSTALLED NOSE BALLAST TO MAKE UP FOR THE WT OF THE INSTRUCTOR; AND PREPARED TO LEAVE THE FBO RAMP. AFTER ENG START AND WHILE PERFORMING THE BEFORE TAXI CHKLIST; I LISTENED FOR TFC ON THE CTAF. AFTER COMPLETING THE CHKLIST; I TAXIED A SHORT DISTANCE TO THE HOLD SHORT LINE ON TXWY E. NO XMISSION HAD BEEN MADE ON THE CTAF PRIOR TO REACHING THE HOLD SHORT LINE; SO I LOOKED DOWN THE 'ACTIVE' RWY 4 (I HAD JUST LANDED ON IT MINS BEFORE) AND 'CLRED' IT; THEN ANNOUNCED MY INTENTION ON THE CTAF TO CROSS RWY 4 AND TAXI ON TXWY E. AS I WAS LEAVING THE TXWY AND XING THE END OF RWY 4 (AND RWY 9); I HEARD 'LAKE LOOK R;' AND SAW AN ACFT ABOUT 2000 FT AWAY TAXIING TOWARD ME ON RWY 9/27. I CONTINUED ACROSS RWY 4 AND THE END OF RWY 9/27; TO CLR THE RWY AND CONTINUED TOWARD THE DEP END OF RWY 4. APPARENTLY; THE TAXIING ACFT HAD JUST LANDED ON RWY 9 AND WAS TAXIING DOWN THE RWY TO THE FBO (THERE IS NO TXWY FOR RWY 9). CONTRIBUTING TO MY NOT 'SEEING' THE ACFT BEFORE I REACHED THE HOLD SHORT LINE OF TXWY E ON THE N SIDE OF RWY 4; IS THAT THE FBO HANGAR BLOCKS YOUR VIEW OF RWY 9 FROM THE FBO RAMP; AND SEVERAL TREES AND A PICNIC AREA PARTIALLY BLOCK THE VIEW FROM TXWY E. TXWY E IS PERPENDICULAR TO RWY 4 (NOT RWY 9) WHICH MAKES IT MORE DIFFICULT TO LOOK BACK AND TO THE R FROM THE PLT'S SEAT TO OBSERVE AN ACFT ON RWY 9. HEARING NOTHING ON THE CTAF LED ME TO CONCLUDE THAT I WAS THE ONLY ACTIVE ACFT ON THE ARPT. A NORDO ACFT COULD HAVE CREATED THE SAME SIT; SO THE VISUAL CHK MUST BE DONE IN ADDITION TO THE RADIO CHK. EVEN THOUGH I HAD JUST LANDED ON RWY 4; AND CONSIDERED IT 'ACTIVE' AND THE ONE I WAS GOING TO USE BECAUSE IT IS LONGER AND HAS A TXWY; I SHOULD HAVE CONSULTED THE RWY DIAGRAM BEFORE TAXIING AND (AT THE HOLD SHORT LINE) VISUALLY 'CLRED' RWY 9 (IN ADDITION TO RWY 4) BEFORE LEAVING THE HOLD SHORT LINE. I WOULD HAVE SEEN THE TAXIING ACFT AND SHOULD ALSO HAVE HELD SHORT OF THE END OF RWY 9 UNTIL I KNEW THE ACFT'S INTENTIONS.
