Narrative
TFC AT THE TEB ARPT WAS QUITE BUSY; ACFT TRYING TO DEPART AFTER A MAJOR SNOW STORM 1 DAY PRIOR. AT THE END OF RWY 1; TWR CLRED US FOR TKOF WHILE STILL TAXIING TO RWY 1. APCHING THE END OF THE TXWY; TWR CHANGED OUR CLRNC TO 'HOLD SHORT RWY 1; TKOF CLRNC CANCELED.' AFTER 1 ARR RWY 6 AND 1 ARR RWY 1; THEY CLRED US FOR TKOF THEN CHANGED IT TO 'POS AND HOLD RWY 1.' AT ABOUT XA29Z; TWR CLRED US FOR TKOF RWY 1. AFTER PWRING UP AND RELEASING THE BRAKES; THE TWR CAME ON 'STOP THE TKOF; TKOF CLRNC CANCELED.' WE WERE ROLLING ABOUT 25 KIAS SO I JUST RETARDED THE PWR LEVERS AND APPLIED THE BRAKES. THEIR WORKLOAD IN THE TEB CTL TWR MUST HAVE BEEN INTENSE; POSSIBLY INCLUDING VERY LATE HDOFS FROM APCH CTL; BECAUSE AN ACFT APPEARED ON SHORT FINAL FOR RWY 6; ON OUR L; OBSCURED BY TREES. WE DETERMINED THAT OUR POS AT THE DISPLACED THRESHOLD LINE (WE WERE JUST PRIOR TO THE LINE) WAS ENTIRELY SUFFICIENT FOR OUR TKOF. THE CTLR SAID; 'CLRED FOR TKOF RWY 1; THIRD TIME'S A CHARM.' WE THEN TOOK OFF WITHOUT INCIDENT AND COMPLETED OUR FLT. SUGGESTION: THIS COULD HAVE BEEN A NEAR MISS. IT WAS NOT. THE MANDATORY 1500 FT AT DANDY ON FINAL FOR RWY 6; I THINK; PROVIDES FOR LATE HDOFS FROM APCH TO TWR. EITHER THAT OR TEB TWR IS UNDERSTAFFED. ADDITIONAL PLT DUTIES REQUIRED: 1) THE SENIOR CAPT; NOT PF; LEANED BACK AND EXPLAINED TO OUR PAX TO 'PLEASE REMAIN SEATED; THE ACFT IS FINE; THE TWR CTLR HAD A TFC CONFLICT AND ASKED US TO STOP. WE'LL BE TAKING OFF SHORTLY; EVERYTHING'S OK. 2) WE ALSO HAD TO RPT TO OUR COMPANY SINCE WE HAD PAX ON BOARD. THESE ARE EXTRA DUTIES REQUIRED BY THE CTLR'S ACTIONS.
