MIL FLT CREW HAS RWY INCURSION DURING PRACTICE LNDGS AT YNG.
Narrative
AFTER COMPLETING A MAX EFFORT LNDG ON THE ASSAULT LNDG ZONE (324 DEG DIRECTION); WE PERCEIVED TO RECEIVE A TKOF CLRNC ON RWY 14 (MAIN LNDG SURFACE) FROM INTXN H1. AFTER TURNING ONTO THE RWY; I CALLED THE TWR TO VERIFY OUR INSTRUCTIONS FOR MANEUVERING BACK TO THE RWY. COMING LINED UP WITH THE RWY CTRLINE; THE TWR INSTRUCTED US TO HOLD SHORT OF THE RWY (TOO LATE) AND WE NOTICED A FORMATION OF 2 C130'S ON THE OTHER END OF THE RWY FACING US WITH LIGHTS TURNING ON AS IF TO TAKE OFF. WE INFORMED THE TWR WE WERE ON THE RWY AND TAXIED CLR. CONTRIBUTING FACTORS: 1) UPON THAT LNDG; THE L LNDG LIGHT BURNED OUT; CAUSING A MINOR DISTR. 2) THERE WAS DISCUSSION TURNING OFF THE LNDG RWY ABOUT A CONCERN WITH BRAKE COOLING IN REF TO MULTIPLE ASSAULT ZONE LNDGS PERFORMED. 3) THE VHF RADIO USED FOR COM (VHF #2) DOES NOT WORK WELL ON THE GND WITH OTHER STATIONS (TWR/GND). THE POS WHERE THE ACFT WAS DURING COM HAD THE TWR BEHIND US; AS WELL AS THE FLT OF 2 C130'S. WE NEVER HEARD THE FLT OF C130'S UNTIL WE WERE FACING THEM. 4) AT HOME; TALKING TO THE YOUNGSTOWN TWR SUPVR ON THE PHONE; HE SAID OUR RADIO WAS BARELY READABLE. NO ATC FACILITY INFORMED US THIS ALL NIGHT. 5) THE OTHER FLT OF TWO'S RADIO COM WAS WEAK; AND SOFT SPOKEN. ASSESSMENT: WHAT I PERCEIVE NOW TO HAVE HAPPENED; WAS THAT I REQUESTED AN INTXN DEP. EITHER I STEPPED ON THE TWR OR DIDN'T HEAR HIM USING ANOTHER CALL SIGN; BUT WHAT DID GET THROUGH WAS 'ROGER; CLR FOR TKOF;' BUT I WAS ACTUALLY RESPONDING TO THE FLT'S TKOF CLRNC. SINCE OUR ACFT WAS FACING AWAY FROM THE TWR; MY GUESS IS THAT HE NEVER HEARD ME. IT WAS ONLY AFTER WE WERE ON THE RWY (AT A HIGHER ELEVATION) FACING THE TWR; THAT HE FINALLY HEARD ME AND RESPONDED. HUMAN FACTOR: TWR NOT INFORMING US OUR RADIOS WERE UNREADABLE UNTIL THE FLT OF 2 C130'S TAXIED OUT. WE WERE THE ONLY ACFT IN THE PATTERN. WE WERE NOT AWARE OF THEM COMING OUT AND WERE NOT LOOKING FOR THEM SPECIFICALLY. THE MINOR DISTRS MENTIONED ABOVE MAY CONTRIBUTE TO NOT HEARING TWR CLRING THE FLT.
