NEAR INTRUSION INTO CLASS B OF SFO BY A LOW TIME COMMERCIAL PLT IN A PILATUS PC12 4 NM NE OF OAK VOR; CA.

Narrative

ON THE GND AT OAK; I CONTACTED GND AND INDICATED THAT I WAS VFR TO 201 GANSNER FIELD; QUINCY; CA. GND REQUESTED RTE OF FLT AND ALT. I INDICATED V6 SAC DIRECT AT 15500 FT. GND PROVIDED A SQUAWK CODE AND TAXI CLRNC. HOLDING SHORT OF RWY 27R; I CONTACTED THE TWR INDICATING THAT I WAS READY TO GO; HOLDING SHORT OF RWY 27R. THE TWR PROVIDED THE FOLLOWING TKOF CLRNC: 'CLR FOR TKOF ON RWY 27R; R XWIND DEP; ON COURSE; APPROVED.' ON DEP; I CLBED STRAIGHT TO 800 FT MSL; THEN TURNED R; CLBING AND INTERCEPTED V6 CONTINUING THE CLB. THE TWR CONTACTED ME WITH MULTIPLE TARGETS; WHICH I IDENTED ON TCASII; BUT DID NOT HAVE VISUAL. I INDICATED THAT I WAS LOOKING FOR TFC AND CONTINUED TO CLB ON COURSE. UPON REACHING 4000 FT MSL; THE TWR CAME ON FREQ USING A VERY CONCERNED VOICE AND STATED 'PILATUS; YOU ARE CLBING BEYOND YOUR CLRNC OF 2500 FT; DSND IMMEDIATELY; YOU ARE ENTERING CLASS B AIRSPACE.' I IMMEDIATELY BEGAN A DSCNT; AND RESPONDED THAT I HADN'T BEEN GIVEN ANY ALT RESTR; AND INQUIRED WHAT ALT THEY WOULD LIKE ME TO DSND TO. I WAS GIVEN 3000 FT BY THE TWR CTLR. THE CTLR THEN CALLED WITH A FREQ CHANGE TO NORCAL DEP; AND INDICATED THAT THEY WOULD HAVE HIGHER. UPON SWITCHING TO NORCAL DEP; I WAS CLRED TO CLB ON COURSE TO 15500 FT. WHILE THERE WAS NEVER A DANGEROUS TFC CONFLICT; THERE WAS OBVIOUSLY CONFUSION; WHICH COULD HAVE LED TO A MORE SERIOUS SIT. INTERESTINGLY; BASED ON MY TCASII OUTPUT; THE CONTINUED CLB HELPED AVOID THE TFC THAT WAS BEING RPTED BY THE TWR CTLR. THERE DOES NOT APPEAR TO BE A CLR PROC FOR MANAGING VFR TFC; WHICH IS CLBING RAPIDLY FROM CLASS C AIRSPACE INTO CLASS B AIRSPACE AT THIS PARTICULAR LOCATION. I CERTAINLY BELIEVED THAT SINCE I WAS IN CTLED AIRSPACE WITH A XPONDER CODE AND A CLRNC TO DEPART ON COURSE; THAT I HAD NO ALT RESTR AND THAT THE AIRSPACE TRANSITION WOULD BE HANDLED BY THE CTLR.
