PCT CTLR PERCEIVES B407 DC ADIZ PENETRATION VIOLATION WHEN DEPING JYO; ORBITING IN TFC PATTERN; CALLING FOR ADIZ DEP CLRNC.

Narrative

I FILED TWO DCA ADIZ FLT PLANS WITH LEESBURG. THE FIRST WAS FILED FROM HEF TO JYO. THE SECOND WAS FILED FROM JYO TO RIC. I DEPARTED HEF WITH AN ASSIGNED CODE. FLEW FOR THE FIRST PICK-UP; ADVISED ATC OF MY INTENTIONS; WAS GIVEN PERMISSION TO LEAVE THE FREQUENCY AND RPT BACK WHEN AIRBORNE AGAIN; WHICH I DID. I WAS GIVEN AN ASSIGNED HDG OF 010 INITIALLY; THEN A FREQUENCY CHANGE. ONCE ON THE NEW FREQUENCY; I REQUESTED ON COURSE TO JYO AND WAS GRANTED PERMISSION TO DO SO. UPON RPTING JYO IN SIGHT; I WAS GIVEN A FREQ CHANGE TO THE CTAF. AFTER PICKING UP THE SECOND PAX; I ATTEMPTED SEVERAL TIMES; ON SEVERAL DIFFERENT FREQUENCIES (RCO; DELIVERY; LEESBURG RADIO 122.6 AND 122.2) AND IN MULTIPLE LOCS ON THE ARPT (IN CASE RAMP POS WAS THE PROB); TO REACH SOMEONE TO OPEN MY SECOND FLT PLAN DOWN TO RIC; WITH NO SUCCESS. AS A LAST RESORT; I OPTED TO DEPART AND REMAIN IN THE TFC PATTERN (TFC PATTERN OPS IN THE ADIZ BEING PERMISSIBLE WITHOUT THE COM REQUIREMENT PROVIDED A BEACON CODE IS USED). THIS WAS SUCCESSFUL. I EXPLAINED MY COM DIFFICULTIES TO THE CTLR; THAT I KEPT MY PREVIOUS CODE AND CONTACTED HIM DUE TO MY DIFFICULTIES REACHING ANYONE ON THE GND AT LEESBURG. HE FOUND MY FLT PLAN; ASSIGNED ME THE NEW CODE AND CLRED ME ON COURSE. ABOUT 2 TO 3 MINS AFTER HE SWITCHED ME TO THE NEXT CTLR; SHE INFORMED ME THAT THEY WERE INVESTIGATING A 'POSSIBLE PLT DEV' AND READ OFF A PHONE NUMBER FOR ME TO CALL UPON LNDG. UPON LNDG AT RIC; I CALLED THE NUMBER GIVEN TO ME AND EXPLAINED THE SIT AGAIN. HE SAID HE WOULD PASS ALONG THE INFO AND THAT I WOULD BE CONTACTED IF ANY FURTHER ACTION WAS REQUIRED. THIS WOULD NOT HAVE BEEN A PROB IF GND COMS AT THE LEESBURG ARPT HAD BEEN OP AS INTENDED. I CHOSE THE BEST ALTERNATE AS I SAW IT. WITH THE FLT PLAN; CODE AND COM REQUIREMENTS FOR THE DCA AND NY AIRSPACE; A RELIABLE METHOD OF COMPLYING WITH THE REQUIREMENTS OF THE NOTAM SHOULD BE IN PLACE.
