Narrative
BEC3BA RPTED IN WITH RHV TWR. OVER VTC APPROX 10 MI S OF RHV FOR LNDG. ACFT WAS AT 3500 FT MSL. ACFT WAS CLRED TO RWY 31L AT RHV; AND HAD HEARD A GLASAIR CHK IN ABEAM VTC AT 2000 FT MSL. IN A CLEAN CONFIGN; THE BE33 DSNDED AT TO ABOVE GEAR SPD. AT 3 MI FROM RHV; RPTED IN AND SIMULTANEOUSLY SAW GLASAIR 1 MI -- NO IMMEDIATE HAZARD; BUT TOO CLOSE FOR LNDG SEQUENCE. TWR REVISED CLRNC TO RWY 31R; CLRED TO LAND. ACFT STILL FAST; BUT ON GS. PLT CONTINUED LNDG PROFILE GEAR 7 DEGS FLAPS. ACFT TOUCHED DOWN 1/2 DOWN RWY; AND FAST. PLT BRAKING ACFT TO MAX. NOT ABLE TO STOP AND TAKE TXWY -- CONTINUED INTO PREPARED GRASS OVER RWY. ACFT UNDAMAGED. L MAIN TIRE BLEW DURING TOWING. TIRES HAD BEEN DAMAGED TO FLAT SPOT IN BRAKING. RWY 31R RHV CLOSED WHILE ACFT WAS REMOVED. PLT HAD 4 CLR POINTS OF CORRECTIVE ACTION; WHICH COULD HAVE AVOIDED THE OVERRUN: 1) AT VTC; INCREASE RPM TO 2500 FT WITH 3BI PROP FLAT PLATE AERODYNAMIC BRAKING WOULD HAVE ALLOWED DSCNT AT SLOWER SPD. 2) SLOW TO GEAR SPD AND PROPPED GEAR SAME IMPROVED DSCNT/SPD CTL. 3) REQUEST A 360 DEG WHILE STILL 3 MI S TO DECELERATE AND DSND. 4) GAR DECISION AS FLAPS WERE BEING LOWERED AT LAST ON SHORT FINAL.
