ATC'S TURN FOR MD80 ON VISUAL APCH TO CVG RESULTS IN RA WITH B767 ON PARALLEL RWY.

Narrative

WHILE BEING VECTORED TO FINAL FOR A VISUAL APCH TO RWY 18R CVG; WE WERE TURNED DIRECTLY FROM DOWNWIND TO FINAL; RESULTING IN A TCASII RA ON 10 NM FINAL. WE WERE ON DOWNWIND AT 3000 FT MSL; 250 KIAS; HEADING 355 DEGS. THERE WAS A 45 KT XWIND FROM 270 DEGS. WE WERE INSTRUCTED TO TURN DIRECTLY R TO 140 DEGS AS A DOGLEG TO FINAL. AS WE TURNED; THE WIND BEGAN TO BLOW US QUICKLY TOWARD THE LOC COURSE. APCH INSTRUCTED US TO TURN FURTHER R TO 170 DEGS. DURING THIS TURN; OUR BANK WAS 30 DEGS AND WE SLOWED AND CONFIGURED FROM 250 KIAS TO 200 KTS. DURING THIS EVOLUTION; WE WERE VISUAL WITH THE B767 WITH NO TFC CALLOUT FROM APCH. WE SLOWED AND BANKED AS MUCH AS PRACTICAL AND WENT THROUGH FINAL ENOUGH TO CAUSE A TCASII RA WITH THE B767 ON VISUAL APCH FINAL TO RWY 18L. NO ACTION WAS NECESSARY OTHER THAN THE BANK AND SLOWING AS THIS STOPPED THE CLOSURE WITH THE B767. THE B767 WAS DSNDING FROM APPROX 1000 FT ABOVE US. WE RECEIVED A TCASII DSND ALERT. I BELIEVE MORE ATTN SHOULD HAVE BEEN PLACED ON THE XWIND BY THE CTLR BEFORE VECTORING US DIRECTLY TO FINAL.
