C172 PRACTICE APCH INTO FUL MAY HAVE PENETRATED RESTR AIRSPACE.

Narrative

I WAS THE SAFETY PLT FOR THE PIC; WHO WAS SHOOTING INST APCHS UNDER THE HOOD. WE REQUESTED AND EXECUTED THE VOR-A APCH TO FUL. AT ABOUT 800 FT; WE EXECUTED THE MISSED; AND WERE GIVEN A VECTOR OF 110 DEGS BY FUL TWR; CLB TO 2600 FT. THE PUBLISHED MISSED PROVIDES FOR A HDG OF 145 DEGS; WHICH WOULD HAVE TAKEN US DIRECTLY OVER DISNEYLAND. THERE IS CURRENTLY A FLT RESTR OF 3 MI AND 3000 FT OVER DISNEYLAND. DURING CLBOUT ON THE MISSED; AT 70 KTS IN THE C172; THE NOSE WAS HIGH; OBSTRUCTING FORWARD VISION TO THE GND. AS THE PIC LEVELED OUT AT 2600 FT; I SAW US IN POSSIBLE CONFLICT WITH THE 3 MI DIAMETER AROUND DISNEYLAND. I CALLED FOR AN IMMEDIATE HDG CHANGE TO 090 DEGS TO AVOID THE FRA. THIS WAS THE SECOND OF 3 PRACTICE APCHS THE PIC MADE IN QUICK SUCCESSION. WORKLOAD WAS HIGH FOR BOTH OF US. FUL TWR IS CURRENTLY VERBALLY MODIFYING THE PUBLISHED MISSED FROM 146 DEGS; 2600 FT TO 110 DEGS; 2600 FT. IF THE FLT RESTR AROUND DISNEYLAND IS TO REMAIN IN EFFECT; THE PUBLISHED MISSED FOR FUL POSSIBLY SHOULD BE MODIFIED. EVEN A HDG OF 110 DEGS MAY INCUR THE DISNEYLAND FRA.
