Synopsis

A28 PLT MADE A TOUCH AND GO AT JXN; BUT HAD BEEN CLRED TO LAND BY THE TWR.

Narrative

AT A POS DUE W OF PTK; I CALLED LAN APCH CTL AND REQUESTED VECTORS TO THE VOR 6 APCH AT THE JXN. I WAS VECTORED TO THE APCH; AND AS I COMPLETED MY PROC TURN INBOUND (OUTSIDE DIPFE); I WAS TURNED OVER TO THE JXN TWR. I CALLED JXN TWR AND REQUESTED A 'TOUCH-AND-GO' ON RWY 6. THE TWR CTLR CLRED ME TO PROCEED TO 'LAND' ON RWY 6. HAVING REQUESTED A 'TOUCH-AND-GO' LNDG; I PERFORMED WHAT I THOUGHT HAD BEEN APPROVED BY THE TWR CTLR. AS I REGAINED AIRSPD AND LIFTED OFF; THE TWR CTLR ENUNCIATED THAT HE HAD CLRED ME 'TO LAND;' AND DIRECTED THAT I SHOULD DO SO. BY THAT TIME; 1/2 THE RWY WAS BEHIND ME; AND I WAS OFF THE GND AND CLBING. I QUERIED THE TWR CTLR REMINDING HIM OF MY REQUEST. HE REMINDED ME THAT I HAD BEEN CLRED 'TO LAND.' I FELT THAT THE SAFETY OF THE FLT WAS IN JEOPARDY; AND I CONTINUED MY CLB. THUS; I VIOLATED THE CTLR'S INSTRUCTIONS. CLRLY; IT WAS MY RESPONSIBILITY TO QUERY THE TWR CTLR UPON RECEIPT OF HIS CLRNC 'TO LAND;' AND ASK WHETHER HE COULD AGREE TO EITHER A 'TOUCH-AND-GO' OR A 'STOP-AND-GO.' I DO NOT FAULT THE TWR CTLR DIRECTION; THOUGHT IT WOULD HAVE BEEN HELPFUL IF HE HAD RESPONDED TO MY REQUEST FOR A 'TOUCH-AND-GO' WITH WORDS LIKE; 'NEGATIVE ON TOUCH-AND-GO; CLRED TO LAND.' FINALLY; I WOULD LIKE THAT TWR CTLR TO KNOW THAT HIS DIRECTION; ALTHOUGH TECHNICALLY CORRECT; COULD HAVE LED TO AN UNFORTUNATE INCIDENT OR ACCIDENT. DURING THE CLBOUT; I WAS DISTR BY THE CONFLICT WITH THE TWR CTLR; AND I LEFT THE ACFT IN LNDG CONFIGN. AT 200 FT PLUS AGL; I REALIZED THAT I WAS CLBING AT BTWN 60 AND 70 KTS RATHER THAN AT THE 79 KTS BEST CLB SPD; AND IMMEDIATELY MOVED TO PULL THE FLAPS. FORTUNATELY FOR ALL INVOLVED; MY TRAINING STOPPED ME FROM PRECIPITOUS ACTION; AND I 'MILKED UP' THE FLAPS WHILE BUILDING FORWARD SPD TO DEFEND AGAINST A LOW ALT STALL. THIS SAID; I ACCEPT RESPONSIBILITY FOR VIOLATING A CTLR INSTRUCTION; AND WILL; IN THE FUTURE; QUERY AN INSTRUCTION IF I AM NOT CLR ABOUT ITS MEANING.
