AIRSPACE INCURSION WHEN AN AG5B PVT PLT ENTERS THE DC ADIZ AT 3300 FT 20 NM NNE OF THE BAL VOR.

Narrative

UPON LEAVING ILG FOR A RETURN TRIP TO MY HOME BASE IN CJR I TRIED TO ESTABLISH COMS WITH ATC VIA THE RECOMMENDED FREQ IN THE AFD 118.35; BUT GOT NO REPLY. I THEN TRIED A PHILADELPHIA APCH FREQ I HAD BEEN GIVEN ON THE INCOMING FLT TO ILG AND MADE CONTACT WITH ATC. I WAS GIVEN A SQUAWK CODE; BUT THE ATC CTLR COULD NOT PICK UP MY XPONDER AND SWITCHED ME TO PCT APCH ON 119.75. I REQUESTED FLT FOLLOWING AND WAS TOLD BY ATC THAT I COULD NOT GET A CLRNC INTO THE ADIZ SINCE I HAD NOT FILED A FLT PLAN WITH THEM; ALTHOUGH I HAD A VFR PLAN ON DUATS WHICH HAD BEEN ACTIVATED WITH JYO RADIO. I HAD USED THIS PROC IN THE MORNING WITH PCT APCH WITH NO PROB AND BEEN CLRED THROUGH THE CLASS B AIRSPACE USING FLT FOLLOWING TO ILG. IN THE CONFUSION OF TRYING TO ESTABLISH COMS ON A VERY BUSY FREQ TO RECEIVE FLT FOLLOWING I INADVERTENTLY PENETRATED THE WASHINGTON ADIZ AND WAS MET BY A MILITARY ACFT WHO GAVE ME VISUAL INDICATIONS TO LEAVE THE CLASS B AIRSPACE. A STRONG R CROSSWIND WAS ANOTHER CONTRIBUTING FACTOR. I THEN CONTINUED INTO CJR AND UPON LNDG I WAS GIVEN A NUMBER TO CALL BY THE FBO. I SPOKE WITH A TSA REPRESENTATIVE WHO TOOK SOME BASIC INFO AND THEN HAD ME CALL PCT APCH. AFTER GIVING MY PLT INFO TO THEM I WAS TOLD THAT I WOULD BE CONTACTED BY THE LOCAL FSDO IN THE FUTURE. I WAS AWARE OF THE ADIZ AND ANY PENETRATION OF IT ON MY PART WAS TOTALLY INADVERTENT. THE INTERCEPTING ACFT DID NOT ROCK HIS WINGS AS I EXPECTED ACCORDING TO THE INTERCEPT PROCS I HAD WITH ME SO I COULD ACKNOWLEDGE THUS ADDING TO THE CONFUSION. MY CHART OF THE ADIZ THAT I DOWNLOADED FROM THE AVIA ORG WEB SITE WAS VERY SMALL SCALE AND I MAY HAVE CONFUSED THE OUTER RING OF THE CLASS B AIRSPACE WITH THE MODE C VEIL. I WOULD RECOMMEND THAT FAA PROVIDE A SUITABLE CHART FOR THIS PURPOSE.
