B717 FLT CREW OVERSHOOT RAVNN INTXN ON NOTTINGHAM (OTT) STAR INTO BWI. PLT CLAIMS INSUFFICIENT TIME FOR FMS RECOGNITION BTWN DEALE AND RAVNN INTXNS TO EXECUTE TURN TO FINAL.

Narrative

NOTTINGHAM FIVE ARR; BALTIMORE-WASHINGTON INTL. WHEN PROCEEDING INBOUND TO DEALE INTXN; WITH CLRNC TO CROSS DEALE AT 6000 FT AND ACFT EQUIPPED WITH FMS; THE FMS WILL NOT ADVANCE TO RAVNN; NOR WILL IT START TO PROGRAM A TURN TO INTERCEPT THE RAVNN TO RIPKN LEG; UNTIL THE ACFT PASSES OVER DEALE. SINCE THE DISTANCE FROM DEALE TO RAVNN IS ONLY 1 MI; THE ACFT WILL OVERSHOOT THE RAVNN TO RIPKN LEG BY 2-3 MI. THIS COULD CAUSE A CONFLICT WITH OTHER ACFT ARRIVING FROM THE E OR ACFT ON FINAL TO RWY 33L. DEALE SHOULD BE AT LEAST 3 MI FROM RAVNN IN ORDER FOR FMS TO PROGRAM A TURN THAT WILL PROPERLY INTERCEPT THE RAVNN-RIPKN. ANOTHER SOLUTION WOULD BE TO ELIMINATE DEALE ALTOGETHER AND PUBLISH A XING ALT AT RAVNN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT 1 MI IS INSUFFICIENT MILEAGE FOR THE FMS TO INITIALLY RECOGNIZE THE APCHING INTXN; RECOGNIZE THAT THE INTXN HAS BEEN CROSSED; LOOK FORWARD FOR THE NEXT INTXN; AND ADJUST TO WHAT IS PROGRAMMED NEXT; MUCH LESS ANTICIPATE A MORE THAN 90 DEG TURN. RPTR IS SUBMITTING; THROUGH COMPANY; A RECOMMENDATION TO ASK PCT TO AMEND THE STAR; SPECIFICALLY TO ELIMINATE DEALE INTXN.
