A C421 GOLDEN EAGLE PLT IS TEMPORARILY CONFUSED BY ATC'S COMMENTS AND INSTRUCTIONS DURING HIS RADAR VECTORED DEP FOR MINERAL WELLS VOR; FROM AFW; TX.

Narrative

IFR CLRNC WAS RECEIVED FOR FLT FROM FT WORTH ALLIANCE TO RUIDOSO; NM; TO FLY RWY HEADING; MILLSAP; CLB AND MAINTAIN 2000 FT; EXPECT FL180 10 MINS AFTER DEP. AFTER TAXI AND RUN-UP; FLT DEPARTED ALLIANCE RWY 34R AND BEGAN CLBING TO 2000 FT MSL. AFTER APPROX 1 MIN FLT; WAS HANDED OFF TO FT WORTH DEP. RADIO CONTACT WAS ESTABLISHED. I WAS THEN TOLD TO TURN L TO 310 DEGS AND CLB TO 4000 FT MSL. AFTER APPROX 1 MIN IN THE CLB; I WAS TOLD 'YOU ARE NOWHERE NEAR GOING TO MILLSAP. TURN TO 190 DEGS AND GIVE ME A GOOD RATE OF CLB TO 8000 FT.' AS TURN WAS INITIATED AND MAX CONTINUOUS PWR APPLIED; I WAS INFORMED TO TURN TO HEADING 120 DEGS IMMEDIATELY AND WHAT ALT ARE YOU CLBING OUT OF AND TURN TO HEADING 230 DEGS FOR MILLSAP; ARE YOU RECEIVING MILLSAP? I RESPONDED AFFIRMATIVE AND OUT OF 6500 FT FOR 8000 FT. FLT THEN PROCEEDED TO MILLSAP AND SHORTLY THEREAFTER WAS HANDED OFF TO ZFW. FLT TO RUIDOSO WAS UNEVENTFUL. CONCLUSION: INITIALLY; THERE SEEMS TO BE A COMS BREAKDOWN AND THE CTLR MAY HAVE BEEN WORKING TOO MANY ACFT AND NOT WAITING FOR PLT CONFIRMATION; BUT COULD HAVE BEEN TALKING TO ANOTHER ACFT INSTEAD. ALSO; IN RECENT YRS; THERE APPEARS TO BE SOME CONFUSION OF WHAT A CESSNA 421 CAN AND CANNOT DO AND 2 ITEMS OF GREAT CONCERN ARE: 1) SLAM DUNK LETDOWNS; 2) MAX RATES OF CLB WITH GEARED ENGS BEING THE PRIMARY CULPRIT; AND INDIVIDUALS CATEGORIZING THEM AS A TURBINE PWR ACFT. ONCE ENRTE; CLB PWR IS ESTABLISHED AND THEN TO RESUME MAX CONTINUOUS IS A CONSIDERABLE CHANGE FOR THE ENGS AND PAX.
