C172 FLOAT PLANE FLT CREW HAS COLLISION WITH PARKED ACFT WHILE WATER TAXIING AFTER LNDG AT PAHL.

Narrative

AFTER LNDG IN A FLOATPLANE; I (CFI) TOLD THE PLT (FIRST TIME IN A FLOATPLANE; PVT PLT SEL) TO CIRCLE TO THE L SO WE COULD SET UP TO DOCK THE PLANE. I LOOKED DOWN TO LOWER THE WATER RUDDERS; UNDO MY SEAT BELT; AND UNHOOK MY HEADSET. WHEN I LOOKED UP; WE WERE BEGINNING A R TURN; WHICH WOULD HAVE PUT US INTO THE DOCK BEFORE WE WERE ADEQUATELY SLOWED DOWN; OR INTO THE ADJACENT COMMERCIAL DOCK. I TOOK THE CTLS AND BEGAN A L TURN. THE PLANE DID NOT RESPOND IMMEDIATELY DUE TO A SLIGHT TAILWIND (003 KTS). I VERIFIED THAT THE RUDDERS WERE DOWN AND ADVANCED THE THROTTLE BRIEFLY. THE TAIL SWUNG AROUND AND THE PLANE BEGAN A L TURN; BUT THE WING PASSED OVER THE TOP OF A DOCKED FLOAT PLANE AND BENT THE RUDDER. DAMAGE TO OUR PLANE WAS LIMITED TO MINOR DENTING (LESS THAN 1/4 INCH) ON THE UNDERSIDE OF THE R WING ABOUT 4 FT INBOARD. DAMAGE TO THE UNOCCUPIED DOCKED PLANE WAS LIMITED TO THE RUDDER. THE VERT STABILIZER WAS NOT DAMAGED. THIS MISHAP COULD HAVE BEEN AVOIDED BY NOT ALLOWING THE STUDENT TO CTL THE AIRPLANE IN A CRITICAL SIT WITHOUT COMPLETE SUPERVISION; AND DISCUSSING THE DOCKING PROCS BEFOREHAND.
