ON MAY/FRI/02; WHILE ON A TRAINING FLT IN AN ACFT DEPARTING MANASSAS ARPT; VA; FOLLOWING THE ARSENAL 1 DEP; OUR ACFT RPTEDLY FLEW INTO RESTR AIRSPACE. WE WERE IN POSITIVE ATC CTL AT TIME OF THE RPTED INCIDENT BY THE TWR AND THEN POTOMAC RADAR. THE POTOMAC CTLR GAVE US A VECTOR AFTER INITIAL CONTACT TO 'AVOID QUANTICO RESTR AIRSPACE.' WE EXPERIENCED A GENERATOR FAILURE DURING THIS LCL IFR FLT TO DAA AND DID NOT DECLARE AN EMER BUT RETURNED TO MANASSAS. AFTER LNDG; A POTOMAC CTL SUPVR CONTACTED THE INSTRUCTOR PLT AND RPTED WE HAD ENTERED RESTR AIRSPACE. WE HAD NOT BEEN NOTIFIED PRIOR TO THIS AND BOTH FMS SYS (PLT AND COPLT) SIDES GAVE NO INDICATION THIS HAD OCCURRED. THE ATC FACILITY RPTED THIS PARTICULAR DEP ROUTINELY TAKES PLTS INTO THE RESTR AREA BUT OUR ACFT HAD BEEN SINGLED OUT IN AN ATTEMPT TO HAVE THIS DEP CHANGED. WE VISITED THE MANASSAS TWR AND THEY SHOWED ON THEIR RADAR THE PROC WOULD TAKE YOU INTO THE RESTR AIRSPACE WHEN DEPARTING TO THE S; WHICH IS WHAT WE DID. WHILE TALKING TO THE TWR; A CALL WAS RECEIVED FROM POTOMAC TO 'SUSPEND THE ARSENAL 1 PROC.' FAA EXAMINER AND OUR MOST SENIOR INSTRUCTOR WERE LATER CONTACTED BY THE LCL FSDO AND WERE INFORMED WE HAD FOLLOWED THE PROPER PROC; BUT PWRS ABOVE THEM WERE TRYING TO MAKE THIS AN ISSUE. PLEASE REVIEW THE ARSENAL 1 DEP FOR RWY 16L/R. IT NEEDS TO BE CHANGED. SUPPLEMENTAL INFO FROM ACN 582995: PIC AND COPLT HAD NO FULL DEFLECTION OF NEEDLES INDICATING INTERCEPT OF RADIAL BEFORE GIVEN COURSE BY CTLR. TWR CTLRS WERE LATER CONTACTED AND INDICATED ACFT ROUTINELY FLY INTO A RESTR AREA ON DEP PROC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATES THE ARSENAL 1 SID WAS CHANGED RECENTLY. THE NEW DEP CALLS FOR AN IMMEDIATE TURN; DIRECT TO CSN; TO CROSS 10 MI E AT OR ABOVE 800 FT. THE NEW DEP PROC IS READ TO THE PLT UNTIL THE DEP SID IS REVISED. THE RPTR CONSIDERS THE PROB SOLVED WITH THE CHANGE.
