AFTER NOTING ANOTHER PLT NOT USING STANDARD CTAF PROCS THERE IS A CONFLICT REQUIRING A GAR WHEN THE RPTR DELAYS IN TKOF POS FOR FUEL INDICATION PROB AFTER BACK TAXI ON THE RWY REQUIRED BY ARPT CONSTRUCTION.

Narrative

I STARTED MY PLANE FOR A TRIP. I NOTICED THE PLANE NEXT TO ME HASTILY GETTING UNDERWAY AND TAXIING DOWN THE RAMP TO THE RWY LIKE HE WAS IN A HURRY. HE NEVER DID A RUN-UP (NONE OF MY BUSINESS) OR ANNOUNCE ('IF ANYONE WAS IN THE PATTERN...THAT I HEARD'). I HAD DONE MY RUN-UP AT THE PARKING POS AND PROCEEDED DOWN THE RAMP TO THE RWY. I DID ANNOUNCE 'ANYONE IN THE PATTERN' AND WITH NO RESPONSE; I BEGAN TO TAXI DOWN THE 5000 FT RWY TO THE RWY NUMBERS FOR DEP. THE INTENTIONS OF THE OTHER PLT WERE NOT KNOWN. I GOT TO THE TKOF POS (RWY NUMBERS) WHILE MONITORING MY GAUGES ALL ALONG. I TURNED AND PROCEEDED TO DEPART WHEN I NOTICED THE FUEL GAUGE NEVER WENT UP BUT SLIGHTLY WITH VERY LITTLE PRESSURE. I LOOKED AT IT AND DECIDED TO TURN THE ELECTRIC FUEL PUMP ON AND OFF TO SEE A CHANGE. AT THIS POINT OUR FRIENDLY PLT IN THE OTHER PLANE WAS YELLING AT ME FRANTICALLY THAT I SHOULD DEPART. MY COMMENT TO HIM WAS 'GO AROUND.' TO THIS; THE SENSITIVE EARED PLT; RPTED ME TO THE SAFETY COUNSELOR AT OUR ARPT WHO INSISTED THAT I SAY THE GUY IN THE SKY HAS PRIORITY AND INSISTED I ADMIT AN ERROR OR HE WAS RPTING ME TO THE FAA. I MAY HAVE DELAYED DEP FOR A VERY GOOD REASON AND TO GO AROUND WAS NOT A SERIOUS PROB. I HAVE HAD TO DO IT MANY TIMES; BUT THIS SENSITIVE PLT SEEMS TO THINK IT WAS A MAJOR PROB TO BE INCONVENIENCED. I AGREE THE GUY IN THE SKY HAS PRIORITY BUT NO EMER WAS STATED AND NO INDICATION THAT HE WAS PRACTICING 'TOUCH AND GOES.' IN FACT; I ONLY HEARD HIM ON BASE AND THOUGHT I HAD PLENTY OF TIME. NOTE: OUR ARPT HAS THE TXWY UNDER CONSTRUCTION SO BACK TAXIING IS NECESSARY FOR DEP.
