A VERY LOW TIME PA28-180 PLT VIOLATED THE DC ADIZ.

Narrative

I FLEW INSTS TO JYO. I WASN'T THINKING ABOUT THE ADIZ AT THIS POINT AND REALIZE NOW THAT I WAS ABLE TO GET INTO JYO WITHOUT PROBS BECAUSE I WAS ON AN INST FLT PLAN. THIS MEANT I WAS SQUAWKING A DISCRETE XPONDER CODE AND TALKING TO ATC. I NORMALLY ALWAYS CALL FSS BEFORE A FLT; BUT I WAS BASING MY GO/NO-GO DECISION ON WX FROM THE MORNING BRIEFING AND THE LOOK OF THE SKY. I DECIDED IT WAS SAFE TO GO. AGAIN; I DIDN'T THINK ABOUT THE ADIZ OVER JYO AND THERE WAS NOTHING TO JOG MY MEMORY TO THINK ABOUT IT. I WAS LISTENING TO THE UNICOM FREQ AND RPTING MY POS. AS I CLBED OUT OF PATTERN ALT FROM JYO AND PROCEEDED ON MY DIRECT COURSE TO FREDERICK; I CONTACTED POTOMAC APCH FOR FLT FOLLOWING. I WAS SURPRISED BY THE ANNOYED SOUND OF THE CTLR'S VOICE AND CONCERNED WHEN ASKED TO MAKE AN IMMEDIATE L TURN TO 350 DEGS. I COMPLIED. SHORTLY THEREAFTER; THE CTLR CAME BACK TO ME AND GAVE ME A PHONE NUMBER TO CALL WHEN I LANDED FOR POSSIBLE 'PLTDEV' BECAUSE I WAS SQUAWKING 1200. I LATER CONTACTED POTOMAC APCH CTL. WHILE IT DOESN'T LESSEN MY SIN; I LEARNED THAT THE POTOMAC FACILITY HAS DEALT WITH OVER 230 CASES OF PLTDEV IN THE PAST FEW MONTHS. I LEARNED THAT THERE HAVE BEEN APPROX 1100 SUCH INCIDENTS SINCE 9/TUE/01. OVER 40 WERE MIL FLTS; SEVERAL HUNDRED WERE COMMERCIAL OPS; AND ABOUT 1/3 WERE GA. I FELT VERY BAD THAT I CONTRIBUTED TO AN INCREASE OF THE NUMBER OF GA OCCURRENCES. I WAS AWARE OF THE TFR OVER WASHINGTON. I READ ABOUT THE TFR AND REALIZED THAT I WOULD NOT BE ABLE TO FLY INTO COLLEGE PARK (CGS) AS I WAS NOT BASED THERE. I HAVE TO ADMIT THAT I WAS CONFUSED ABOUT THE DIFFERENCE BTWN THE ADIZ AND TFR AREAS AND FLT RESTR ZONES.
