K90 CTLR LECTURES PLT ON PROPER PHRASEOLOGY WHEN PLT CONTACTED THE CTLR AFTER TKOF IN IMC CONDITIONS ON AN IFR DEP.

Narrative

I WAS HANDED OFF FROM MVY TWR TO CAPE APCH CTL JUST AFTER TKOF INTO IMC CONDITIONS AT ABOUT 400 FT AGL. I CONTACTED CAPE APCH WITH MY ACFT IDENT NUMBER AND ALT AND RECEIVED NO RESPONSE. I CONTACTED THE APCH CTLR AGAIN ABOUT 30 SECONDS LATER AND HE TOLD ME I DIDN'T RPT MY IDENT NUMBER AND HE LECTURED ME ON APPROPRIATE PHRASEOLOGY TO INCLUDE MY ASSIGNED AND EXPECTED ALT. HE HAD SAID HE WAS BUSY. WHEN I TOLD HIM I DID RPT MY IDENT AND PERHAPS HE DIDN'T HEAR ME HE BECAME INDIGNANT AND FURTHER LECTURED ME. ALL THIS WAS TAKING PLACE IN SOLID IMC AT THE TKOF STAGE AND I FELT IT WAS INAPPROPRIATE TO BE LECTURED OR GET INTO A DISCUSSION AT A VERY INTENSE PHASE OF THE FLT. I DID NOT INSULT OR DEBATE WITH THE CTLR BUT DID EVERYTHING REQUIRED IN THE MOST PROFESSIONAL MANNER. THERE WERE NO VIOLATIONS OR DEVS FROM THE CLRNC AND THE FLT CONTINUED WITH NO PROBS OR DEVS. I FEEL THAT THE CTLR WAS OVER ANXIOUS AND HOSTILE AND ACTED IN A WAY THAT MAY HAVE CAUSED A PROB DURING A SENSITIVE AND DIFFICULT PART OF THE FLT -- NAMELY TKOF INTO SOLID IMC.
