Narrative
WHILE ON AN APCH TO RWY 33L AT SPS; WITH MARGINAL VISIBILITY FROM HAZE; A MIL T38 ACFT ENTERED THE RWY 33L FINAL FROM A L BASE ABOUT 2 MI AHEAD OF OUR FLT WHILE WE WERE ON A 4 MI FINAL. THERE WAS NO RADIO COM FROM THE TWR ALERTING US TO THE OTHER ACFT. AFTER ADVISING THE CTLR; SHE RPTED THAT SHE WOULD LOG THE INCIDENT AND THAT SHE WAS NOT IN CONTACT OR CTLING THE T38. THE ACFT WAS SPOTTED VISUALLY AND DID NOT APPEAR ON OUR TCASII. WE LANDED WITHOUT INCIDENT. SUPPLEMENTAL INFO FROM ACN 585055: HE HAD NOT APPEARED ON THE TCASII; NOR WAS HE CALLED PREVIOUSLY AS TFC. WE HAD BEEN GIVEN TFC; A TWIN CESSNA ON FINAL TO RWY 35; WHICH WE HAD IN SIGHT. WE QUERIED THE TWR ABOUT THE T38; AND SHE SEEMED TO HAVE NO IDEA ABOUT IT. I UNDERSTAND THAT TWR DOESN'T CTL THE ACFT DOING TKOFS AND LNDGS; BUT EITHER THEY HAVE THE RWY IN THEIR CTL OR THEY DON'T. THE T38 APPEARED TO ONLY DO A LOW APCH AND THEN GO AROUND; AND WE LANDED WITHOUT INCIDENT. I ESTIMATE THAT THERE WAS 2 MI BTWN US AND THE T38. VISIBILITY AT THAT TIME WAS AT LEAST 6 MI; AS WE HAD THE RWY IN SIGHT AT LEAST THAT FAR OUT. FLT NUMBER XXX DFW/SPS.
