Narrative

OAKLAND ARPT FIRE CAUSED POTABLE WATER VALVES TO SHUT DOWN; OVERLOADING STATION OPS. AT DEP TIME DURING WT AND BAL CALCULATIONS; NOTICED EXTRA FUEL LOADING. OPS TO ADVISE DISPATCH AS NOT TO TAKE DELAYED DEP. AIRBORNE; FOUND OUT EXTRA FUEL WAS FOR WX BELOW FORECAST AND AT MINIMUMS FOR DEST ARPT. CONTACTED DISPATCH VIA RADIO. WOULD IT NOT HAVE BEEN A SAFER POLICY FOR DISPATCH TO COMMUNICATE DIRECTLY WITH THE CREW WHEN WX GOES TO MINIMUMS AND BELOW THE FORECAST FOR THE TIME OF ARR; RATHER THAN JUST SENDING A REVISION TO THE BELOW FORECAST WX? ACARS WILL; OF COURSE; SOLVE THIS PROB WITH REAL TIME WX AND RESPONSES. SUPPLEMENTAL INFO FROM ACN 585637: XXX ADVISED FOG BANK ROLLING IN AND VISIBILITY DROPPING. I HAD FLT XXX DEP XXX AND I WANTED TO INCREASE HOLD FUEL. I HAD ALTERNATE AND 25 MINS HOLD. I RAN A PLAN FOR 45 MINS HOLD AND CHANGED LNDG RWY TO RWY XX. I PUT A NOTE ON THE RELEASE 'ADDITIONAL FUEL FOR DEST WX; DEVELOPING FOG.' I SENT THE NEW RELEASE AND CALLED XXX COORDINATOR AND ADVISED OF NEW RELEASE SENT AND INCREASE OF MINIMUM FUEL. COMPUTER SHOWED FLT PUSHED ON TIME WITH THE NEW FUEL AMOUNT. XXX OPS ADVISED FLT XXX WANTED A RAPID PATCH. ON CONTACTING FLT CAPT ASKED IF THE ADDED FUEL WAS A RE-RELEASE. I ASKED IF HE RECEIVED REVISION #1 RELEASE AND HE DID NOT. HE THEN REQUESTED AMENDED INFO AND RE-RELEASE. I ADVISED HIM I COULD NOT AMEND AFTER DEP FOR MINIMUM FUEL. SINCE OUR SYS WILL NOT WITHDRAW REVISION SENT I GAVE HIM NEW INFO ON REVISION #1. I CALLED XXX OPS SUPVR TO INQUIRE WHAT WENT WRONG. HE APOLOGIZED FOR FLT NOT GETTING REVISION #1. IT HAD BEEN PRINTED OFF AND FUEL UPLIFT TOLD TO FUELER; BUT THEY FAILED TO GET COPY TO CAPT. THEY HAD NO POTABLE WATER AT XXX AND THERE WAS CHAOS DUE TO THIS; AND THEY FAILED TO RELAY COPY OF NEW RELEASE.
