Narrative

FO WAS IN CONSOLIDATION (LESS THAN 50 HRS IN TYPE) AND FLYING APCH; ILS RWY 25L AT VHHH. WHEN CLRED FOR APCH AND GIVEN FINAL VECTOR; LOC FAILED TO CAPTURE AND FO FLEW ACFT BACK TO AND CAPTURED LOC. ACFT WAS HIGH ON GS AND AUTOPLT WAS DISENGAGED AND FO CORRECTED BACK TO GS AND COURSE. FO ATTEMPTED TO REENGAGE AUTOPLT BY HIMSELF NOT IN ACCORDANCE WITH PROCS AND BEGAN TO DRIFT R OFF COURSE DUE TO STRONG WINDS; TOWARDS RWY 25R. DISTANCE OF RWY STILL APPROX 7-8 MI. WHILE ATTEMPTING TO CORRECT BACK TO LOC AND JUST PRIOR TO FO AND CAPT INITIATING 'GAR;' LCL ATC REQUESTED GAR. MAP INDICATED APPROX 5 MI FROM AND 2000 FT LEFT OF RWY 25R. SUBSEQUENT APCH AND LNDG MADE WITHOUT INCIDENT. SUBSEQUENT LIAISON WITH LCL ATC INDICATED NO CONFLICT WITH OTHER TFC (CLOSEST 6 MI IN TRAIL; RWY 25R) AND NO ALTDEV EXCEPT +700 FT INITIALLY WHILE ATTEMPTING TO CAPTURE GS ON RWY 25L. LCL OFFICIALS INDICATED POSSIBLE LOC SIGNAL INTERFERENCE DUE TO ACFT (B747) IN PROX TO XMITTER WHILE APCH WAS INITIATED. FO FAILED TO USE PROPER CRM AFTER REESTABLISHING LOC/GS AND SHOULD HAVE CONTINUED TO SIMPLY 'HAND-FLY' ACFT.
