POTENTIAL CONFLICT IN THE TFC PATTERN BTWN A BE23 AND A PA28 SW OF RWY 04 AT IXD; KS.
Narrative
I WAS ON A 3/4 TO 1 MI FINAL FOR RWY 4 AT KIXD AND CLRED TO LAND. THE PIPER WAS TOLD TO ENTER A LEFT DOWNWIND FOR RWY 4 AND ALSO TOLD HIM HE WAS NUMBER 4 FOR THE ARPT. I WAS ON FINAL; A CESSNA HAD JUST TURNED ON A R DOWNWIND AND ANOTHER CESSNA WAS JUST TURNING R XWIND FOR RWY 4. ALL OF A SUDDEN I SAW THE PIPER HEADED SE IN FRONT OF ME ABOUT 1000 FT AND ABOUT 50 FEET ABOVE ME. I MADE A DSNDING L TURN TO ENSURE WE DIDN'T COLLIDE. I ASKED THE TWR IF THEY HAD SOMEONE HEADED FOR 35 EXPLAINING THAT A PIPER JUST FLEW IN FRONT OF ME. THE TWR TOLD THE PIPER TO MAKE AN IMMEDIATE TURN TO THE SE. IT SEEMS HE CONFUSED RWY 4 WITH RWY 22 AND THEY WERE ENTERING THE L DOWNWIND FOR RWY 22. THE PIPER PLT WAS CONFUSED AND HAD LOST HIS SIT AWARENESS. I FEEL THE WHOLE EVENT COULD HAVE BEEN AVOIDED WITH THE ADDITION OF TERMINAL RADAR IN THE TWR AT KIXD. I ALSO FEEL THE TWR SHOULD HAVE BEEN KEEPING A BETTER EYE OUT FOR THE PIPER ENTERING THE LEFT DOWNWIND FOR RWY 4. HE HAD RECEIVED THAT CLRNC WHEN REPORTING 3 MI NW AND RECEIVING HIS PATTERN ENTRY AND SEQUENCE.
