PROX TO PROHIBITED AREA P56 WAS THE PRIMARY CONCERN OF A DEP B737-500 PIC WHEN VECTORED E DURING A WX AVOIDANCE DEP PROC OFF RWY 1 FROM DCA; DC.

Narrative

DCA WAS DEPARTING RWY 1 VIA THE NW NOISE ABATEMENT DEP PROC. A TSTM WAS APCHING FROM THE W. AN AIRLINER (DIFFERENT COMPANY) WAS CLRED INTO POS AND HOLD ON RWY 1. SAID AIRLINER WAS OFFERED A R TURN TO 090 DEGS FOR WX AVOIDANCE ON DEP. THIS CLRNC WAS ACCEPTED AND THE AIRLINER DEPARTED. WE WERE INSTRUCTED INTO POS AND HOLD RWY 1 AND TOLD TO TAKE A LOOK. THE STORM APPEARED TO BE MOVING TOWARD THE NW DEP CORRIDOR. THE TWR OFFERED US THE SAME 090 DEG HDG ON DEP FOR WX. THIS HEADING WAS THE MOST DIRECT RTE AWAY FROM THE APCHING STORM. WE ACCEPTED THE 090 DEG HDG AND WERE CLRED FOR TKOF. GUSTY WINDS BEGAN AT ROTATION; BUT ROTATION AND CLBOUT WERE COMPLETED NORMALLY. AN IMMEDIATE R TURN 090 DEGS WAS COMMENCED; PER SOPS. BANK ANGLE VARIED ONLY SLIGHTLY DUE TO GUSTY WIND CONDITIONS. A FURTHER TURN TO 120 DEGS WAS ISSUED BY TWR PRIOR TO SWITCHING US TO DEP CTL. THIS TURN WAS COMPLIED WITH WITHOUT DELAY. DEP CTL ISSUED TURNS TO THE N; VECTORING US ON COURSE. ATC NEVER INDICATED ANY WRONGDOING OR PENETRATION OF P-56. IF AN IMMEDIATE STANDARD RATE TURN FOLLOWING SOPS CANNOT KEEP US OUT OF P-56; THEN THIS SHOULD BE NOTED ON THE ARPT INFO PAGE. OTHERWISE OUR ASSUMPTION WOULD BE THAT COORD HAS BEEN MADE AND SOPS SHOULD BE FOLLOWED TO PROCEED EBOUND.
