SR22 PLT LANDED AT GCN WITHOUT CLRNC AFTER A VFR LEAR JET WAS ALLOWED TO FLY BENEATH HIM.
Narrative
I WAS COMMUNICATING WITH ZLA ON AN IFR FLT PLAN FROM CMA; CA; TO GCN; AZ. THE WX WAS VMC. I REQUESTED THE ILS RWY 3 APCH INTO GCN. I WAS PUT ON A VECTOR TO FINAL. I THEN REQUESTED THE DME ARC; AND WAS RE-VECTORED TO INTERCEPT THE DME ARC. I CALLED ZLA WHEN AT THE INTERCEPT OF THE DME ARC; AND WAS TOLD TO CONTACT THE TWR. I CHANGED TO THE TWR FREQ; ONLY TO FIND THAT A LEAR JET WAS ON A STRAIGHT IN ON THE SAME APCH. I WAS MAKING A L TURN ONTO THE LOC NEAR CARMS; THE LEAR WAS 2-3 MI OUTSIDE OF CARMS STRAIGHT-IN; 700 FT BELOW ME. I WAS STILL AT 9000 FT. THE LEAR TOLD THE TWR HE HAD ME IN SIGHT AND WOULD BE PASSING BENEATH ME AND ASKED IF I WAS GOING TO BE DSNDING. I RESPONDED TO THE TWR THAT I HAD NOT YET BEEN CLRED FOR THE APCH. THE TWR TOLD THE LEAR THAT SHE HAD CONTACTED ZLA; AND THEY WERE GOING TO CLR ME FOR THE ILS APCH. THE ALT ON THE SEGMENT I WAS ON WAS 8200 FT; I WAS ABOVE THAT. AFTER THE LEAR JET PASSED BENEATH ME; THE TWR CLRED ME FOR THE APCH. I RECEIVED THIS CLRNC NEAR THE FAF; HAPLY. I WAS NOW NEAR 1000 FT ABOVE THE GS; AT/PAST THE GS INTERCEPT POINT. AS I WAS DIVING TO THE GS; WHILE TRYING TO NOT PICK UP TOO MUCH SPD; THE TWR WAS HAVING A CONVERSATION WITH THE LEAR JET ABOUT WOULD THEY LIKE ANOTHER PRACTICE APCH. I WATCHED THE LEAR JET TOUCH-AND-GO ON RWY 3 AND FLY OFF. I THEN WAS ON SHORT FINAL AND FINALLY ON THE GS. I LANDED ON RWY 3. THE TWR THEN ASKED ME MY DME FROM THE ARPT. I RESPONDED THAT I WAS ON THE RWY. THE TWR INFORMED ME THAT SHE HAD NEVER CLRED ME TO LAND. I APOLOGIZED AND WAS THEN GIVEN TAXI INSTRUCTIONS. I WAS AT FAULT FOR NOT REMEMBERING TO ASK FOR LNDG CLRNC. I BELIEVE THAT THE MISHANDLED HDOF FROM ZLA TO GCN AS WELL AS THE LACK OF IFR SEPARATION TO THE LEAR JET (I WAS IFR; I'M NOT SURE ABOUT THE LEAR THOUGH). THE TWR ALLOWING THE LEAR TO PASS UNDERNEATH ME WHILE ON THE FINAL APCH COURSE; AS WELL AS THE LATE APCH CLRNC REQUIRING ME TO DIVE TO THE GS; WERE MITIGATING CIRCUMSTANCES. I ALSO THINK THAT THE GCN CHATTING WITH THE LEAR JET AND NOT ASKING ME TO RPT AT ANY SPECIFIC POINT; THEN SEEMINGLY FORGETTING ABOUT ME UNTIL I LANDED; WERE ALSO MITIGATING CIRCUMSTANCES. I LEARNED THAT DISTRS CAN MAKE IT EASY TO FORGET THINGS THAT NEED TO BE DONE AND WILL BE WORKING ON A CHKLIST FOR FINAL APCH; TO AVOID MISSING ANYTHING; IN THE FUTURE.
