Narrative
WE RECEIVED BAG WTS FROM RAMP AS 696 LBS IN COMPARTMENT 1 AND 494 LBS IN COMPARTMENT 2. WITH THESE WTS AND THE 33 ADULT PAX; WE HAD AN INDEX OF -3.2. OUR WTS WERE ZFW OF 26010 LBS; RAMP 28910 LBS; TKOF 28701 LBS; AND LNDG 28021 LBS. IT WAS REQUIRED TO USE PROCS TO REMOVE THE TAIL-STAND FROM ACFT. AFTER ARR AT DEST AND CONFERRING WITH STATION PERSONNEL; WE DETERMINED NONE OF THE BAGGAGE WAS CALCULATED OVER THE STANDARD WTS; WHICH THEY SHOULD HAVE BEEN. AFTER DEP; THE DEP STATION CALCULATED THE ACTUAL BAG WTS USING A SCALE. IT WAS DETERMINED THAT OUT OF 45 CHKED BAGS; ONLY 6 BAGS MET THE STANDARD WTS. THE ACTUAL TOTAL WT WAS 1883 LBS; A 693 LB DIFFERENCE. THIS MEANS THAT OUR ACTUAL ZFW WAS 26703 LBS; RAMP 29603 LBS; TKOF 29394 LBS AND 28714 FOR LNDG. IT ALSO MEANS OUR ACTUAL CTR OF GRAVITY INDEX WAS OVER PLUS 4.0 (+4.2 ESTIMATED) WHICH IS COMPLETELY OUT OF THE AFT LIMIT. WITH HVY LOADS TO MIL BASES; WE NEED TO KNOW THAT WTS ARE BEING ESTIMATED IN A REASONABLE MANNER; OTHERWISE SAFETY IS BEING COMPROMISED.
