A PA28-180 SINGLE PLT MISIDENTED A GND REF POINT WHILE FLYING IN C90'S AIRSPACE AND ALSO WAS UNAWARE THAT MEIGS FIELD WAS CLOSED.
Narrative
POSSIBLE VIOLATION OF CLASS B AIRSPACE IN AREA OF MEIGS AND CLASS D AIRSPACE. REASON: VFR TERMINAL MAP DOES NOT LIST CTAF FOR ARPTS AND USES TERMINOLOGY AND IDENT POINTS FOR PERSONS FROM THE CHICAGO AREA; BUT NOT FOR SOMEONE NOT FROM THE AREA. ALT CHANGE POINT IS BASED ON BEING ABLE TO IDENT A WATER TREATMENT PLANT. HOW DOES ONE TELL A WATER TREATMENT PLANT FROM LIGHT INDUSTRIAL? SEWAGE PLANT MAY BE MORE OBVIOUS. THIS RESULTED IN A LATE CLB TO 3200-3500 FT TO AVOID CLASS D AIRSPACE. ALSO; NO NOTAM THAT TWR AT MEIGS WAS CLOSED (AS WELL AS ATIS). UNABLE TO CONTACT THEM AND MAY HAVE ENTERED CLASS B WHILE TRYING TO AVOID CLASS D. AFSS (CLEVELAND) DID NOT GIVE ANY NOTAM FOR MEIGS; NOR DID THE FSS CONTACT FROM VPZ. IT IS ASSUMED THAT ONE WILL HAVE ALL THE FREQS WRITTEN DOWN WHEN USING THE TERMINAL CHART. THEN ONE IS ASSUMING THAT A PLT WON'T DROP THEIR SECTIONAL AND CLIPBOARD WITH NOTES (WHICH I DID). I FLY AROUND CLASS B; CLASS C; AND CLASS D AREAS ALL THE TIME AND DON'T VIOLATE THEM BECAUSE I PAY CLOSE ATTN TO THE CHARTS AND FREQS. THE CHICAGO VFR CHART DOESN'T GIVE ENOUGH INFO FOR BEING A HIGH TFC AREA.
