Narrative
WE WERE CLRED FOR THE ILS APCH RWY 6 INTO TEB. CONFUSION COMES; IF WE WERE GIVEN 'CROSS DANDY AT 1500 FT' CLRED ILS RWY 6. DANDY AS IT TURNED OUT WAS A HARD ALT DUE TO NEWARK DEPS. HAVING FLOWN NUMEROUS ILS; WITH 99% OF THE CLRNCS WORDED 'CROSS (XXX PT) AT OR ABOVE;' I ASSUMED THIS IS WHAT I HEARD FROM NEW YORK APCH DURING THE ILS RWY 6 TO TEB. THEREFORE; I JUST ELECTED TO MAINT 2000 FT MSL AND INTERCEPT THE GS FROM THERE. THIS PUT US AT DANDY AT 2000 FT. NO MISHAP OR INCIDENT OCCURRED; BUT THE CTLR WAS IRATE. THE APCH WAS BRIEFED AS PER OUR OPS SPECS; BUT THAT MANDATORY ALT WAS MISSED. I GUESS I WAS PROGRAMMED INTO THE 'AT OR ABOVE' PHRASE AND DID NOT CATCH THE MANDATORY ALT REQUIREMENT. WE DID START DOWN ONCE THE CTLR QUERIED US ON OUR ALT. SUPPLEMENTAL INFO FROM ACN 589874: CTLR'S STATEMENT TO BOTH PLTS IN INFORMING US IN A STERN MANNER WHILE IN A CRITICAL PHASE OF FLT FOR APPROX 12 SECONDS PRODUCES ANXIETY CAUSING TEMPORARY LOSS OF CONCENTRATION. THE RADIO IS NOT A PLACE FOR DISCIPLINE ESPECIALLY DURING A VERY CRITICAL PHASE OF FLT.
