PA28 PLT LANDS WITHOUT CLRNC AT OSH DURING A SCHEDULED FLY-IN EVENT.

Narrative

FLYING INTO OSH (WITH AN STMP; SPECIAL TFC MGMNT PROGRAM; RESERVATION) I WAS GIVEN VECTORS TO THE INBOUND COURSE ON THE RWY 27 VOR APCH. I WAS CLRED FOR THE APCH; TOLD TO SWITCH TO TWR. THERE WERE NUMEROUS OTHER ACFT IN THE LINE-UP AND THE FIELD CONDITIONS WERE NEAR MINIMUMS. TWR TOLD ME TO RPT 5 NM DME; WHICH I DID. I WAS NEARING MDA AND ASKED TWR IF OTHER ACFT HAD MADE IT IN. TWR WAS BUSY WORKING THE ACFT BEHIND ME; BUT TOLD ME THAT THE ACFT IN FRONT OF ME DID MAKE IT; AND ASKED ME TO RPT 3 NM. AT 3 NM; I RPTED MY POS; BUT WAS STILL LOOKING FOR THE RWY WITH NO SUCCESS. AROUND 2 NM I COULD SEE THE SHORELINE OF THE LAKE JUST E OF THE ARPT AND SHORTLY THEREAFTER; I SAW THE RWY. I LANDED AND EXITED AT THE FIRST TXWY WHEN TWR CALLED FOR MY DME FROM THE ARPT. I TOLD TWR I WAS DOWN AND THEY TOLD ME TO CONTACT GND AND FOLLOW THE FLAGMEN'S DIRECTIONS. AT THIS POINT; I WAS UNCERTAIN IF I HAD BEEN CLRED TO LAND. SINCE IT WAS A SPECIAL EVENT; WITH UNIQUE RULES AND RULE WAIVERS; I WASN'T SURE THAT I NEEDED SUCH A CLRNC; BUT I SHOULD HAVE ASKED BEFORE I LANDED. MY CONCERNS WITH THE HIGH VOLUME OF TFC BEHIND ME; MY TRAIN OF THOUGHT FOCUSING ON MISSED APCH; AND MY LACK OF CONFIDENCE IN HOW IFR PROCS WERE BEING RELAXED; LED ME TO GET DISTR AND FORGET TO MAKE SURE THAT I WAS CLRED TO LAND. I NEED TO KEEP MY MIND FOCUSED ON THE BASICS.
