AN MD88 WAS DISPATCHED IN NON COMPLIANCE WITH THE RUDDER LIMITER PROBE REPLACED; BUT NOT CHKED; PER APPROVED MAINT MANUAL PROCS.
Narrative
ON AUG/WED/03; ACFT X ON FLT ABCD ZZZ1-ZZZ EXPERIENCED PROBS WITH THE RUDDER LIMITER PROBE HEAT. MAINT CTL CTLR NOTIFIED ZZZ LINE MAINT BY TELETYPE THAT THE PLANE WAS ON THE WAY. I CALLED AND DISCUSSED IT WITH MAINT CTL CTLR. HE CHKED TO SEE IF THE PROBE COULD BE PUT ON MAINT CARRYOVER AND SENT BACK TO ZZZ1. IT WAS DECIDED THAT IT COULD NOT DUE TO FORECASTED STORMS. THE PART WAS ORDERED FROM ZZZ2 AND SHIPPED ON AN ACR Y FLT. WHEN THE PLANE ARRIVED THE FLT CREW WAS CHKED WITH TO MAKE SURE THE ACFT STILL HAD THE FAULT. IT STILL HAD THE FAULT SO PROCS FOR REPLACEMENT OF THE PROBE IN ACCORDANCE WITH MAINT MANUAL WAS STARTED. IT WAS DISCOVERED THAT THE MAINT MANUAL CHK OUT FOR THE PROBE WAS NOT APPROPRIATE FOR THE PROBE BEING CHANGED. I REFUSED TO SIGN OFF THE CHANGE WITHOUT THE PROPER PAPERWORK FROM ENGINEERING OR OTHERWISE. THE STATION MGR DISCUSSED THE MATTER WITH MAINT CTL CTLR AND DECIDED TO DO A CHK OUT NOT AUTH BY ANY PAPERWORK. THE CHK OUT WAS COMPLETED ACCORDING TO AN AGREEMENT BTWN MAINT CTL CTLR AND THE STATION MGR AND THE LOGBOOK WAS SIGNED OFF ACCORDING TO A SPECIFIC MAINT MANUAL REF. THE CHK OUT WAS NOT PERFORMED IN ACCORDANCE WITH MAINT MANUAL OR ANY OTHER DOCUMENT.
