B767 FLT CREW MISSES A XING RESTR ON DSCNT INTO RCTP; TAIWAN.

Narrative

ACR FLT KIX TO TPE WAS GIVEN CLRNC 'DSND TO 10000 FT CROSS ANNNA INTXN AT FL200.' I READ BACK THE CLRNC BACK AS 'DSND AND CROSS ANNNA AT 10000 FT.' NO CORRECTION WAS GIVEN BY ATC. I THEN ENTERED 10000 FT IN THE MCP AND ALSO ENTERED THE 10000 FT XING RESTR IN THE FMC. DURING THE DSCNT FROM FL390 AT APPROX 30 MI FROM ANNNA AND FL300 I QUESTIONED THE FO; IF HE WAS GOING TO MAKE THE RESTR. HE INCREASED THE DSCNT AND QUESTIONED THE VALIDITY OF THE XING RESTR. THE FO THOUGHT THE RESTR WAS TO CROSS ANNNA AT FL200 AND THEN DSND TO 10000 FT (HE WAS CORRECT). THERE WAS NOW SOME CONFUSION AS TO WHO WAS RIGHT. I TOLD HIM TO CONTINUE THE DSCNT TO 10000 FT AND I WOULD TRY TO GET IT CLRED UP WITH ATC. DUE TO CONGESTION ON THE RADIO I WAS NOT ABLE TO TALK TO ATC UNTIL WE WERE ABOUT 5 MI FROM ANNNA AND PASSING THROUGH FL187. THE CTLR THEN TOLD US TO DSND AND CROSS ANNNA AT FL180; THEN DSND TO 10000 FT. I FEEL THE PROB COULD HAVE BEEN AVOIDED IF ATC WOULD HAVE CORRECTED MY FIRST READBACK; BUT DUE TO THE DIFFICULTY (LANGUAGE BARRIERS) OF UNDERSTANDING US AND US UNDERSTANDING THEM THERE WAS A COM BREAKDOWN. I ALSO THINK THE PROB COULD HAVE BEEN AVOIDED IF THE FO WOULD HAVE BACKED UP (CHKED) WHAT WAS ENTERED IN THE FMC. I ALSO THINK A CONTRIBUTING FACTOR WAS THE LACK OF EXPERIENCE OF BOTH MYSELF AND THE FO ON THE TYPE ACFT. BOTH OF US HAVE ABOUT 1 YR EXPERIENCE ON THE AIRPLANE.
