Narrative
RWY 10/28 HAD BEEN CLOSED FOR 2 MONTHS OR MORE DURING WORK ON RWY 1/19 AND THE INTXN WITH RWY 10/28. THE RWY 10/28 CLOSURE AND A NUMBER OF ITEMS CONCERNING RWY 1/19 HAD BEEN NOTAMED FOR 2 MONTHS. ON THIS DATE; CAPT FAILED TO OBSERVE THAT THE RWY CLOSURE NOTAM HAD CHANGED TO 1/19 WHILE ALL THE OTHER NOTAMS REMAINED THE SAME. ON FINAL APCH; OBSERVED MEN AND EQUIP FURTHER N ON RWY 1 THAN USUAL; AND THAT 2 RWY MARKINGS PRIOR TO THE TOUCHDOWN MARKINGS HAD BEEN PAINTED OUT. HOWEVER; THE REMAINING RWY WAS UNOBSTRUCTED AND NO MEN OR EQUIP WERE OBSERVED ON IT. LANDED ON RWY 1 AT APPROX TXWY C. TAXIED TO TXWY B; AND ON TURNING ONTO THE TXWY; OBSERVED RED CONES AT THE INTERSECTING TXWY. ONE OF THE CONES WAS DOWN AND DISPLACED ALLOWING ME TO TAXI OFF TXWY B AND TO THE RAMP. AFTER SHUTDOWN; WENT INTO THE FBO OFFICE AND ASKED IF THERE WERE SOME NEW NOTAMS OUT CONCERNING RWY 1/19. WAS TOLD THERE WERE AND THEY HAD COME OUT SEP/WED/03. (I HAD LAST FLOWN INTO PQI ON AUG/SUN/03.) CALLED BANGOR FSS AND WAS TOLD OF THE RWY 1/19 NOTAM CLOSURE. CHKED CIRRUS/DUATS AGAIN VIA PERSONAL COMPUTER AND FOUND '09/002 PQI 1; 1/19 CLOSED WEF XX09031602.' OBVIOUSLY; I HAD SIMPLY MISSED THE CHANGE FROM RWY 10/28 TO RWY 1/29 CLOSED. NOTE: ALTHOUGH THERE WERE MEN AND EQUIP ON RWY 1/19; AS THERE HAD BEEN FOR MONTHS; THERE WERE NO X'S TO INDICATE THE RWY WAS CLOSED. NOR; IN RESPONSE TO MY 3 CALLS TO UNICOM DURING MY APCH ('10 MI SW;' 'L BASE TO RWY 1;' TURNING 1.5 MI FINAL TO RWY 1'); DID ANYONE ATTEMPT TO ALERT ME THAT RWY 1 WAS CLOSED. THE FBO MGR SAID HE DIDN'T HEAR MY CALLS. CORRECTIVE ACTION: PAY CLOSER ATTN TO DETAILS OF NOTAMS EVEN THOUGH THEY HAVE BEEN APPARENTLY UNCHANGED FOR LONG PERIODS OF TIME. PAY CLOSER ATTN TO RWY ENVIRONMENT. IN HINDSIGHT; THE FACT THAT THE RWY MARKINGS ON RWY 1 HAD BEEN OBLITERATED SHOULD HAVE PROMPTED A CIRCLING OF THE ARPT; WHERE I WOULD HAVE NOTICED THAT THE X'S ON RWY 10/28 WERE GONE.
