PA32 PLT HAS NMAC WITH ANOTHER ACFT DEPARTING PAFA.

Narrative

ON SEP/MON/03; AN NMAC OCCURRED AT FAI ARPT WHILE 2 ACFT WERE ON CLB FROM ARPT'S RWY 19 -- ONE FROM SKI STRIP 19 AND RWY 19L. I WAS FLYING A PA32 LANCE ON A VFR FLT PLAN TO THE NNE. I WAS CLRED TO DEPART RWY 19L AND NOTICED AN M-5 MAULE APCHING SKI STRIP 19. AFTER TKOF; THE TWR HANDED ME OFF TO DEP CTL. AFTER CONTACT; I WAS TOLD TO RESUME OWN NAV TO THE NE. SOMEWHERE BTWN 1200 FT AND 1400 FT; AS I REACHED A HDG OF 017 DEGS (MY ON-COURSE HDG); THE M-5 MAULE THAT I HAD SEEN ON FINAL TO THE SKI STRIP SUDDENLY PASSED DIRECTLY UNDER MY ACFT AT MY 9 O'CLOCK POS MOVING TO MY 3 O'CLOCK POS. DISTANCE WAS ABOUT 50 FT. I BELIEVE THE PROB AROSE DUE TO A BREAKDOWN IN COM BTWN TWR CTL AND DEP CTL; FIRST OF ALL; AS I WAS CLRED OWN NAV. I REPEATED BACK THE CLRNC THROWING IN THE WORDS 'TURNING L' FOLLOWED BY OWN NAV. OWN NAV HDG WAS 017 DEGS. I BELIEVE THE MAULE WAS CLRED FOR THE OPTION ON SKI STRIP 19M; AND REMAINED WITH TWR. AS I WAS ON CLBOUT HDG 017 DEGS; THE MAULE WAS ON XWIND OFF SKI STRIP 19 AND IF THE CTLRS WERE IN SYNC; WE WOULD HAVE NEVER CROSSED SO CLOSE TO EACH OTHER IN THE AIR. I BELIEVE THAT BECAUSE BOTH RWYS WERE BEING USED; SKI STRIP 19 AND RWY 19L; THIS BROUGHT THE PATHS OF BOTH PLANES IN CONFLICT AS BOTH PATTERNS WERE FLOWN TO SPECS. EITHER I SHOULD HAVE BEEN ADVISED TO WIDEN TO THE E BEFORE CONTINUING NE; OR THE MAULE SHOULD HAVE FLOWN UPWIND A LITTLE FURTHER FOR PROPER SPACING. EITHER WAY; BOTH PLTS SHOULD HAVE BEEN INFORMED OF THE OTHER PLT'S POS RELATIVE TO THEIR POS AND NO INCURSION WOULD HAVE OCCURRED.
