PVT ACFT HAS NMAC AT NON TWRED ARPT.

Narrative

I WAS TRAVELING FROM S TO N AND HAD MADE A RADIO STATEMENT THAT I WOULD BE OVERFLYING THE ARPT ON THE W END OF THE RWY 24 AT 1100 FT. THERE WAS NO RESPONSE ON THE RADIO; AND I ASSUMED THIS WAS DUE TO THEM BEING BUSY AT SOMETHING ELSE. UPON REACHING THE RWY; I OBSERVED A PLANE ROTATING FOR TKOF. I STILL DID NOT CONSIDER THIS A PROB; BECAUSE THE PLANE SHOULD HAVE NO TROUBLE PASSING UNDER ME. WHEN I TRIED TO MAKE ANOTHER STATEMENT ON THE RADIO; I REALIZED THAT MY XMIT SELECT SWITCH WAS ON THE WRONG RADIO. WHEN I CAME UPON THE PROPER FREQ; I WAS IN CONTACT WITH AN ANGRY; CURSING PLT; WHO VOWED TO HAVE ME VIOLATED. HE SAID THAT HE HAD TO LOWER THE NOSE OF HIS ACFT TO AVOID A COLLISION. I WAS DISTR BY MY PAX; AND FAILED TO MAKE CERTAIN THAT I WAS ON THE PROPER RADIO; BUT I DID NOT FEEL THAT I WAS IN VIOLATION OF ANY PARTICULAR RULE BY NOT MAKING RADIO CONTACT AT AN UNCTLED FIELD. I NEVER FELT THREATENED AND TOOK NO CORRECTIVE ACTIONS. THE OTHER PLT SAID HE HAD TO REDUCE HIS RATE OF CLB. I WAS AT 900 FT AGL. THE OTHER PLT CALLED AND COMPLAINED TO MY EMPLOYER. HE STATED THAT HE DID NOT SEE ME UNTIL THE LAST FEW SECONDS; BECAUSE HE WAS ON AN INST FLT PLAN; AND HE WAS 'ON THE GAUGES.' I FEEL THIS SIT COULD HAVE BEEN PREVENTED IF I HAD BEEN MORE CERTAIN ABOUT MY RADIO PROCS AND IF THE OTHER PLT HAD BEEN MORE OBSERVANT TO THE OUTSIDE ON A TKOF UNDER VFR CONDITIONS AT AN UNCTLED FIELD. I AM STILL UNABLE TO FIND ANY FAR THAT I VIOLATED; BUT IT WAS AN UNDESIRABLE SIT; AND A NMAC RPT HAS BEEN FILED BY THE OTHER PLT. ALL OF THIS OCCURRED AROUND XA30 OVER ILI ON SEP/FRI/03.
