Synopsis

A GLASAIR 2R SINGLE PLT VIOLATED THE DC ADIZ.

Narrative

I WAS CHKING OUT THE AIRPLANE'S AUTOPLT'S PERFORMANCE ON A COUPLED APCH ON THE ILS RWY 32 AT OKV; WINCHESTER; VA. APCHING THE CLADD INTXN; THE IAF FOR THE ILS RWY 32 AT OKV; ANOTHER AIRPLANE ANNOUNCED THAT HE HAD INTERCEPTED THE LOC INBOUND FOR RWY 32. HE DID NOT GIVE HIS POS ON THE LOC; NOR DID HE ANSWER MY REQUEST FOR HIS POS. SO; IN ORDER NOT TO CAUSE A CONFLICT ON THE LOC; I TURNED OUTBOUND IN THE HOLDING PATTERN AT CLADD AND COMPLETED 2 ORBITS. I DID HAVE A MOVING MAP DISPLAY OF THE ADIZ BOUNDARY WHICH DID NOT SHOW ANY PENETRATION OF THE ADIZ ZONE BOUNDARY. POTOMAC APCH CLAIMS THAT I PENETRATED THE ADIZ ON BOTH ORBITS. THE AVERAGE MEAN DISTANCE FROM CLADD INTXN TO THE ADIZ BOUNDARY IS 2.2 MI. THIS LEAVES NO MARGIN FOR ERROR IN THE CLADD HOLDING PATTERN. FOR THE DURATION OF THE DC ADIZ; THE HOLDING PATTERN SHOULD BE FLIPPED OVER AND FLOWN ON THE NW SIDE OF THE CLADD INTXN. SINCE THIS WAS NOT A FORMAL IFR FLT; I PROBABLY DID NOT GIVE ENOUGH THOUGHT AND STUDY TO THE APCH PLATE AND THE LOW LEVEL ENRTE CHART. IN ADDITION; THE DISTR OF THE OTHER AIRPLANE ON THE LOC INBOUND FORCED ME TO GO INTO THE HOLDING PATTERN WHICH I HAD NOT PLANNED FOR. I SHOULD HAVE JUST MADE A COUPLE OF 360 DEG TURNS OVER CLADD AND THAT WOULD HAVE PREVENTED ME FROM GETTING ANYWHERE NEAR THE ADIZ BOUNDARY.
