HS125 EXPERIENCED CONFUSION WITH IFR RELEASE OFF HWD DURING NON TWR OP(S).

Narrative

DEPARTING ON IFR CLRNC FROM HAYWARD; CA; ARPT AFTER TWR HAD CLOSED. MY COPLT OBTAINED IFR CLRNC FROM OAKLAND CLRNC. VERY WEAK AUDIO; BUT CLRNC READ 'CLRED TO RENO VIA V-6 SAC; AFTER TKOF TURN L TO 160 DEG HDG AND CLB TO 2000 FT; EXPECT FL210 IN 10 MINS; CONTACT NORCAL DEP ON 124.5 AND SQUAWK XYZW.' CLRNC DID NOT CONTAIN ANY CLRNC VOID TIME; HOLD FOR RELEASE OR RELEASE TIME. WE BELIEVED WE HAD THE AUTH AT THIS TIME TO DEPART AND PROCEED WITH THE CLRNC. THE AIRFIELD WAS UNCTLED AT THIS TIME; AND THE WX CONDITIONS WERE CLR WITH VISIBILITY UNLIMITED. AFTER TKOF ON RWY 28L; TURNING L TO 160 DEG HDG AND CLBING TO 2000 FT; WE CONTACTED NORCAL DEP. THE CTLR ACTED SURPRISED AT OUR CALL. HE STATED HE WAS NOT AWARE OAKLAND TWR HAD CLRED US FOR TKOF AND THAT HE HAD NO FLT PLAN FOR US. QUICKLY; BEFORE WE COULD REPLY; THE CTLR SAID 'OK; SO YOU'RE GOING TO RENO; TURN L TO 070 DEGS AND CLB TO 3000 FT.' CONTINUED VECTORS AND ROUTING WERE THEN SUPPLIED TO RENO. SINCE THIS CONFUSION EXISTED WHEN WE DEPARTED AND CALLED NORCAL DEP; I FELT WE WOULD BE ASKED TO TELEPHONE NORCAL DEP ENRTE OR WHEN WE ARRIVED AT RENO. NO REQUEST WAS MADE. ON SEP/FRI/03; I TELEPHONED NORCAL APCH AND TALKED WITH THE SUVPR AND DESCRIBED THE SIT AND CONFUSION. HE STATED THAT THIS APPROX TIME AT NIGHT IS SHIFT CHANGE AT THEIR LOCATION AND SOME CONFUSION IS NOT UNUSUAL. HE SAID THAT THE CLRNC GIVEN TO US WAS THE NORMAL ROUTING OUT OF HAYWARD; AND FOR US NOT TO BE CONCERNED. CLASS B AIRSPACE OVER HAYWARD IS 3000 FT; AND THE DIRECTION WE TURNED; IT WOULD EVENTUALLY REDUCE TO 2100 FT. NO CLASS B AIRSPACE WAS PENETRATED; AND NO CLOSE ENCOUNTERS HAPPENED. UPON LATER REFLECTION; OAKLAND CLRNC SHOULD HAVE GIVEN US A CLRNC VOID TIME OR HOLD FOR RELEASE INSTRUCTIONS IF THEY DID NOT WANT US TO DEPART AT OUR OWN DISCRETION; OR WE SHOULD HAVE ASKED FOR SPECIFIC TKOF CLRNC AND INSTRUCTIONS.
