Narrative

AT SNA; WE WERE CLRED INTO POS AND HOLD ON RWY 19R. A CESSNA 172 TYPE WAS CLRED FOR TKOF FROM RWY 19R INTXN 'K' AT THE SAME TIME. HE WAS TOLD THAT WE WOULD BE IN POS HOLDING FOR FULL LENGTH. AS WE ENTERED THE RWY; I CHKED FINAL -- IT WAS CLR. THE CESSNA DEPARTED. ABOUT 1-2 MINS LATER; WHEN THE CESSNA WAS CLR OF DEP PATH; WE WERE CLRED FOR TKOF. AT THAT EXACT TIME; AN ACFT Z OVERFLEW OUR ACFT AS IF TO LAND -- MISSING US BY ABOUT 50 FT VERTLY. HE STAYED OVER THE RWY; NEVER ACTUALLY TOUCHING DOWN; BUT FLYING ERRATICALLY; BANKING FROM SIDE TO SIDE; THEN DEPARTING ON L XWIND LOW LEVEL. WE HELD IN POS AND THEN TWR INSTRUCTED TO HOLD. ONCE ACFT Z DEPARTED THE AREA; TWR ASKED US IF WE WERE READY FOR TKOF AGAIN. WE THEN DEPARTED WITHOUT INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR RECEIVED FOLLOWING INCIDENT INFO VIA CHIEF PLT. OTHER ACFT WAS A LANCAIR. THE PLT WAS LOW TIME; SOLOING IN THE TFC PATTERN. THE LANCAIR WAS TOO FAST FOR LNDG; OVERSHOT RWY 19L BASE TO FINAL; THUS OVERFLYING THE IN-POS E145. THE RWY 19L CTLR SAID THAT HE WAS AWARE OF THE OVERSHOOT; BUT COULD NOT TIMELY ADVISE THE RWY 19R OF THE EVENT. THE CHIEF PLT WAS ADVISED BY THE TWR SPOKESMAN THAT 'THEY WERE TAKING CARE OF IT;' AND HAD CONTACTED THE FLT SCHOOL'S REPRESENTATIVE INSTRUCTOR. THE RPTR'S PERSONAL OPINION IS THAT; BECAUSE OF THE SPLIT LCL CTL FREQS; THE CLOSE PROX OF THE 2 RWYS; THE HVY HELI AND PLT TRAINING ACTIVITIES; THAT NO ONE SHOULD BE PUT INTO POS ON RWY 19R FOR MORE THAN 1 MIN -- EVER! SUPPLEMENTAL INFO FROM ACN 594266: HE FLEW OVER THE RWY AT APPROX 10 FGT ALL THE WAY DOWN THEN TOOK OFF AGAIN; TURNED L XWIND WHEN HE DEPARTED THE AREA.
