I FILED AN ADIZ FLT PLAN WITH FLT SVC AND CALLED CLRNC DELIVERY ON THE GND IN LEESBURG WITHIN THE EXPIRATION TIME OF THE FLT PLAN (2 HRS). CLRNC DELIVERY GAVE ME A CODE AND A FREQ TO CALL ATC AFTER TKOF AT THIS UNCTLED FIELD. THEY THEN CHANGED THE FREQ AND TOLD ME TO USE A NEW ONE INSTEAD. I TOOK OFF AND CALLED ATC ON THE ASSIGNED FREQ ON THE DOWNWIND DEP FROM RWY 35. NO RESPONSE. I CALLED AGAIN. NO RESPONSE. I THEN TURNED ON COURSE AND THOUGHT I WOULD GIVE IT ONE MORE TRY BEFORE TURNING BACK TO THE TFC PATTERN TO TRY THE OTHER FREQ OR LAND IF THAT WAS UNSUCCESSFUL. THIS TIME I GOT A RESPONSE INBTWN CALLS TO AIRLINERS -- 'ROGER ACFT XXXYY' OR POSSIBLY 'ROGER XYY.' THAT WAS ESTABLISHED COMS IN MY BOOK AND I PROCEEDED. WHEN I CALLED IN CLR OF THE ADIZ AND ASKED FOR FLT FOLLOWING; THE CTLR SAID I DID NOT CALL HIM AFTER TKOF AND HANDED ME OFF TO THE NEXT CTLR WHO ASKED ME TO CALL POTOMAC APCH UPON LNDG. WHEN I CALLED THEY SAID I DID NOT CHK IN AFTER TKOF AND I EXPLAINED THAT I DID AND THE CTLR WAS JUST BUSY. I ALSO DID NOT ARGUE WITH HIM WHEN HE HANDED ME OFF IN THE AIR AS I FELT HE WAS BUSY. MORAL OF THE STORY -- PUSH BACK IF THEY SAY SOMETHING YOU DON'T AGREE WITH. HE PROBABLY WOULD HAVE REMEMBERED WHEN I GAVE HIM THE CONTEXT OF THE CALL. ALSO; WHY DID HE NOT JUST CALL THE ACFT SQUAWKING MY ASSIGNED CODE IF THERE WAS A CONCERN? I THINK HE JUST FORGOT ABOUT ME IN THE RUSH. BOTTOM LINE; I THINK PEOPLE SHOULD BE CLRED POSITIVELY INTO THE ADIZ JUST LIKE CLASS B CLRNCS. IT NEEDS A FIRM HDOF AS OPPOSED TO A CLASS C HDOF DUE TO THE SEVERITY OF THE ENFORCEMENT ACTIONS FROM BOTH THE FAA AND THE MIL! SIMPLY A ROGER LIKE I GOT IS NOT GOOD ENOUGH -- THE CTLR CAN EASILY FORGET TO TAG YOU IN THE RUSH.
