DC8-63 CREW LINED UP ON AN E-W TXWY WHEN THEY WERE CLRED TO LAND ON RWY 37 AT GOOY.

Narrative

ON APCH/DSCNT INTO DAKAR; TWR CHANGED RWYS TWICE. FIRST; ILS TO RWY 36; SECOND VOR DME RWY 18; THEN BACK TO ILS RWY 36. CLRED RADAR VECTORS TO APTON INTXN; 10 DME S OF RWY 36 (APCH ON THE 178 DEG RADIAL). ACFT WAS HIGH DUE TO A PREVIOUS REQUEST BY THE PIC (CAPT) ASKING FOR DIRECT APTON INTXN 28 MI AWAY AT FL280 (LRC MACH). WE WERE ORIGINALLY FLT PLANNED TO GO S OF DAKAR TO BOMSA INTXN. THIS RE-CLRNC SAVED APPROX 80-90 MI; SO WE FOUND OURSELVES DOING 360 DEGS TURNS AND GETTING RADAR VECTORS TO GET DOWN. CAPT HAS BEEN INTO DAKAR MANY TIMES AND WAS COMFORTABLE WITH THIS; BUT I (FO) HAD NEVER BEEN THERE AND WAS NOT;. I REQUESTED A FULL APCH BUT CAPT CALLED FIELD IN SIGHT AND RWY AT 10 O'CLOCK POS TO DAKAR TWR ON OUR LAST 360 DEG TURN OVER APTON. DKR CLRED US TO LAND RWY 36. AS WE PROCEEDED; I QUERIED THE ILS BEING EITHER OTS OR INDICATING A R TURN. CAPT SAID NO; WE ARE OK; KEEP GOING. AT APPROX 1500 FT MSL; I KNEW AS WE WERE LINED UP WITH THE RWY AND A FULL LOC DEFLECTION THAT THINGS DIDN'T LOOK RIGHT; SO WE EXECUTED A MISSED APCH. CREW THEN REALIZED WE HAD LINED UP ON THE SHORT EAST TXWY THAT WAS NOT BEING USED. WE PROCEEDED TO THE MISSED APCH POINT; APTON INTXN; RE-SHOT THE FULL APCH; AND LANDED WITHOUT INCIDENT. CAPT WAS COMPLACENT; AND FAILED TO FOLLOW SOP'S AND DO A FULL APCH IN MIXED; HAZY; VFR DAKAR.
