Narrative
THE FAA IS PROPOSING A CHANGE TO THE LOA BTWN PENSACOLA TRACON AND PENSACOLA TWR. THE INTENT OF THE CHANGE IS TO REMOVE THE AIRSPACE DELEGATED TO PENSACOLA TWR. THIS DELEGATION OF AIRSPACE ALLOWS THE TWR CTLRS THE ABILITY TO VECTOR ACFT WHEN NECESSARY TO ENSURE SEPARATION EXISTS BTWN ACFT INVOLVED IN CLBOUTS FROM PRACTICE APCHS; AND ALSO BTWN DEP ACFT AND THOSE ON FINAL TO A NEARBY MIL ARPT THAT THE DEPS MUST FLY THROUGH. PENSACOLA REGIONAL ARPT WAS THE LOCATION OF OVER 10000 MIL PRACTICE APCHS LAST YR. IF THE FAA IS SUCCESSFUL IMPOSING THE NEW LOA AND REMOVING THE TWR'S DELEGATED AIRSPACE; THESE MIL AVIATORS WILL HAVE TO SEEK THEIR TRAINING ELSEWHERE. THE NEW LOA WILL ALSO CAUSE LENGTHY DELAYS TO THE COMMERCIAL OPS AT PENSACOLA REGIONAL ARPT. INSTEAD OF BEING ABLE TO VECTOR DEP ACFT TO A SPECIFIC POINT AT A SPECIFIC TIME; THE TWR CTLRS WILL BE REDUCED TO RELAYING DEP INSTRUCTIONS FROM THE APCH CTLRS TO THE ACFT. SINCE THE TWR CTLRS WILL NO LONGER BE RADAR QUALIFIED; THE PENSACOLA TRACON CTLRS WILL HAVE TO; IN MANY RWY CONFIGNS BUILD LARGE GAPS IN THE ARR PATTERN TO NPA TO ALLOW THE DEPS OFF PNS TO TAKE OFF. SINCE THE MIL IS NOT REQUIRED TO REDUCE TRAINING TO ACCOMMODATE THE DEPS OFF PNS; DELAYS COULD BE LENGTHY.
