Narrative
BEFORE TAXIING AT DESTIN; I CONTACTED EGLIN CLRNC DELIVERY AND OBTAINED MY IFR CLRNC; AND COPIED BACK TO CTLR; AND CTLR STATED 'READBACK CORRECT.' I DID NOT HEAR; NOR DID I READ BACK TO CTLR; INSTRUCTIONS TO CONTACT EGLIN DEP FOR TKOF CLRNC. WHEN TFC IN THE PATTERN CLRED; ALLOWING FOR A SAFE DEP; I DEPARTED RWY 14. AT A FEW HUNDRED FT AGL; I CONTACTED EGLIN DEP; STATING I WAS IFR TO DEST AND SQUAWKING XXXX (AS OBTAINED FROM CLRNC DELIVERY). HE IMMEDIATELY BECAME IRATE; CHASTISING ME FOR DEPARTING (IT WAS VERY VMC) WITHOUT CLRNC. I APOLOGIZED TO HIM. HE CONTINUED TO BE GRUFF IN HIS ATTITUDE. I FOLLOWED HIS INSTRUCTIONS EXPLICITLY UNTIL HE TURNED ME OVER TO PENSACOLA APCH. OF NOTE IS THAT AFTER I GAVE MY READBACK TO CLRNC DELIVERY; IT TOOK AN UNUSUAL AMOUNT OF TIME FOR CLRNC TO RESPOND TO ME. IN FACT; CLRNC STATED 'SORRY FOR THE DELAY; READBACK CORRECT.' MY GUESS IS THAT CLRNC WAS DISTR; AND EITHER DID NOT GIVE ME THE INSTRUCTIONS TO CALL EGLIN DEP OR DID NOT CATCH THE FACT THAT I DID NOT READ BACK THOSE INSTRUCTIONS; OR BOTH. IF EGLIN DEP WAS CORRECT WHEN HE STATED 'IT IS ALWAYS THIS WAY;' THEN IT SHOULD BE REPRESENTED ON THE APCH PLATES FOR DESTIN.
