F100 FLT CREW AT FL310 IN ZOB AIRSPACE IS CONCERNED WITH ATC SVC REGARDING TURB AND SEQUENCING FOR MDW.

Narrative

ACFT WAS AT FL310 HEADING 280 DEGS ENRTE TO MDW IN THE VICINITY OF CAK IN CONTACT WITH ZOB ON FREQ 133.37. ENCOUNTERED MODERATE TURB AND RPTED THIS TO CLEVELAND AND REQUESTED A LOWER ALT. CTLR ACKNOWLEDGED THE CALL BUT DID NOT ADVISE OF A LOWER ALT NOR WHEN SAME WOULD BE AVAILABLE. AFTER SECOND REQUEST FOR LOWER ALT WITH NO RESOLUTION ACFT WAS SLOWED TO .65 MACH FOR THE SAFETY OF PAX AND CABIN CREW MEMBERS. SHORTLY AFTER THE SPD REDUCTION; ATC ASKED WHAT THE SPD WAS; AND WE ACKNOWLEDGED THAT IT WAS .65 MACH DUE TO TURB. AT THAT TIME WE WERE GIVEN A 180 DEG HDG (90 DEGS OFF COURSE) AND THE CTLR SAID 'YOU ARE LAST.' WE THEN ASKED IF WE WERE GOING TO THE END OF THE LINE DUE TO OUR SPD REDUCTION. THE CTLR RESPONDED 'YES.' AFTER SEVERAL MINS ON THE 180 DEG HDG WE WERE GIVEN A L TURN BACK ON COURSE (300 DEG TURN) I ASKED THEN FOR THE CTLR'S INITIALS FOR HIS IDENTITY AND WAS GIVEN A PHONE NUMBER TO CALL INSTEAD. THE VECTORS RESULTED IN ACFT X ARRIVING 13 MINS LATE INTO MDW. DUE TO THE SHORT TURN AROUND AT MDW NO CONTACT WAS MADE WITH ZOB. I FEEL THAT THIS CTLR WAS BOTH UNCOOPERATIVE AND UNPROFESSIONAL IN THIS SIT.
