C172 PLT EXPRESSED FRUSTRATION WITH CONTINUED RADIO INTERFERENCE WHILE FLYING IN THE SOCAL AREA.

Narrative

FOR THE PAST THREE TO FOUR YRS I HAVE RECEIVED SERIOUS RADIO SIDE-CLUTTER ON FREQUENCIES BTWN BURBANK TWR EBND TO EL MONTE TWR AND OCCASIONALLY ON SOCAL APCH FREQ 135.05 WHILE IFR ON V-186 BTWN BURBANK AND EL MONTE. THE PROBS RANGE FROM A 'WHITE NOISE-SQUELCH' TYPE OF SOUND S AND SE OF BURBANK TO AN INCURSION OF A LATIN FM STATION N AND NW OF EL MONTE. THESE RADIO INTERRUPTIONS MAKE IT EXTREMELY HARD TO HEAR XMITTED INSTRUCTIONS AND CONSTITUTE A HAZARD TO FLT OVER DENSELY POPULATED AREAS. MY RADIO EXPERTS AT (VNY) HAVE REPEATEDLY CHECKED MY XMITTERS AND HAVEN'T FOUND ANY PROBS. THE LATEST EVENT OCCURRED TODAY AT 2500 MSL 2 MI SE OF THE ROSE BOWL WITH A BRAND NEW RADIO. FREQUENCIES INVOLVED ARE: BUR TWR TO THE SE 118.7. WE OFTEN HAVE TO USE THE HELICOPTER FREQ OF 132.325 TO GET THROUGH BELOW 3000 SE OF BUR. EMT TWR TO N AND NW 121.20. THERE IS A LATIN FM STATION THAT BLEEDS INTO THE TWR FREQ. SOCAL APCH V-186 E/SE 135.05. THERE IS OCCASIONAL BACKGROUND CLUTTER NOISE AND FM BLEED FROM S OF THE ROSE BOWL TO OVER EMT AT 5.0 ON V-186. IT IS EXTREMELY DIFFICULT TO HEAR XMITTED INSTRUCTIONS IN THIS AREA WHICH CONSTITUTES A RISK TO AVIATION AND GND SAFETY IN THE AREA. ONE THEORY HAS BEEN SERIOUS RADIO BLEED FROM A JET PROPULSION LABORATORY XMITTERS WHICH ARE PUTTING OUT GIGAWATTS.
