AN A319 FLT CREW IS INFORMED BY ZDC ARTCC THAT THEY BLEW THROUGH A NOTAMED XING RESTR AT ENO.

Narrative

ORIGINALLY; ZDC ISSUED OUR FLT (ACR X) CLRNC TO CROSS RIDGY AT FL270. WE WERE SUBSEQUENTLY CLRED TO DSND VIA THE KORRY 2 ARR TO LGA. IN THE DATABASE THIS SHOWED THE NEXT XING RESTR AS SKIPY BTWN FL190 AND FL220. WE DSNDED USING THE DATABASE; WHICH WAS IN COMPLIANCE WITH THE SID. UPON XING ENO VOR; DSNDING THROUGH FL230; THE CTLR ASKED US IF WE WERE AWARE OF THE NOTAM TO CROSS ENO AT FL240 OR ABOVE. AS THE PNF WORKING THE RADIOS; I STATED THAT WE WERE NOT; THAT IT WAS OUR MISTAKE; AND ASKED IF THERE WAS A PROB. I BASICALLY RECEIVED NO ANSWER. BEFORE LEAVING THE FREQ; I ASKED FOR THE ZDC PHONE CONTACT; WHICH THE CAPT CALLED UPON LNDG. I FEEL THAT WHILE WE HAVE TO BEAR THE RESPONSIBILITY FOR THIS ERROR; THIS WAS POSSIBLY THE WORSE SETUP BY ATC THAT I HAVE SEEN IN MY 34 YRS OF FLYING. THIS XING RESTR IS BURIED IN THE NOTAMS ON OUR PAPERWORK (THE FOLLOWING DAY A SPECIAL NOTICE WAS ISSUED ON OUR RELEASE); IT IS NOT IN THE CHART NOTAMS; AND IT DID NOT APPEAR AS A RESTR EITHER IN THE STAR OR DATABASE. (BOTH ISSUED MONTHS AFTER THIS NOTAM). ALL IT WOULD TAKE IS A SIMPLE 'DSND VIA THE KORRY 2 ARR CROSS ENO AT FL240 OR ABOVE.' 2 DAYS LATER; WHILE ON THE FREQ; CLRNCS WERE STILL BEING ISSUED WITH 'THE TRAP.'
