FLT CREW OF B733 EXPERIENCE SMOKE AND FUMES DURING ARR TO HOU. DECLARE EMER AND FOLLOW EMER PROCS. DISPUTE ARISES WITH HOU ATCT REGARDING RWY SELECTION AND CANCELLATION OF EMER STATUS.

Narrative

DURING THE ROCKET ARR WE EXPERIENCED SMOKE AND FUMES IN THE COCKPIT WITH HEAT ASSOCIATED FROM FO'S R SIDE OF COCKPIT. DECLARED AN EMER; PERFORMED ALL PROCS INCLUDING DONNING OXYGEN MASK AND SMOKE GOGGLES. DURING THIS STRESSFUL EVENT WE WERE TOLD TO EXPECT APCH TO RWY 22. WX; AS I RECALL; WAS APPROX 22 OVCST OR BROKEN AND SURFACE WINDS SE AT 11 KTS. WE OPTED FOR RWY 12R FOR WHICH WE HAD COMPUTER DATA DONE FOR AND WHICH HAD AN ILS APCH. ABOUT THE TIME WE WERE TURNED FOR A R DOWNWIND FOR RWY 12R AND SWITCHED TO A FINAL CTLR IT WAS APPARENT THAT THEY WERE PUTTING US IN THE SEQUENCE AND DID NOT KNOW OR CONSIDER US AS A DECLARED EMER. WE TOLD THEM WE WERE STILL AN EMER AND REQUESTED THE APPROPRIATE CTL. WE LANDED UNEVENTFULLY AND REQUIRED NO FURTHER ASSISTANCE. WE PROCEEDED TO THE GATE AND WERE TOLD TO CALL THE TRACON BY GND. THE CAPT DID SO AND WAS TOLD THAT WE HAD ACCEPTED RWY 22 AND WHEN WE WANTED RWY 12R WE DISRUPTED ARRS. I BELIEVE WE ACKNOWLEDGED EXPECT RWY 22 AND DID NOT ACCEPT IT. IN ANY CASE WE REQUESTED RWY 12L AND WERE GIVEN IT. WE HANDLED THE SIT TO THE BEST OF OUR ABILITY AND WITHOUT INCIDENT UNTIL THE TRACON CALLED US AND SAID HE WAS GOING TO LISTEN TO THE TAPES AGAIN AND DECIDE WHAT HE WOULD BE DOING. WHICH LEADS US TO THIS RPT. WE WERE IN AN EMER SIT NEEDED TO GET THE ACFT ON THE GND AND DID IN A VERY INTENSE SIT. ENOUGH SAID.
