Narrative

ON R DOWNWIND LEG FOR RWY 32; I WAS CLRED TO LAND ON SHORT FINAL BY TWR. TWR MEANT FOR ME TO HOLD SHORT INSTEAD OF LAND. I DID A TOUCH AND GO; OVERFLEW TFC ON PERPENDICULAR RWY BY 300 FT. IN A FUTURE CASE OF DOING TOUCH AND GOES; I WILL MAKE SURE I FULLY UNDERSTAND ALL RADIO COMS AND ALSO COMMUNICATE TO THE TWR THAT I AM A STUDENT PLT. SUPPLEMENTAL INFO FROM ACN 598002: I WAS SUPERVISING A SOLO FLT OF MY STUDENT PLT. WAS NOT AWARE OF SIT UNTIL STUDENT LANDED AND ADVISED ME OF IT. I ADVISED STUDENT AFTERWARDS OF THE SERIOUSNESS OF THE SIT AND HE UNDERSTOOD. WE TALKED ABOUT THE CORRECTIVE ACTION AND COM PROCESS WHICH MUST BE DONE. SUPPLEMENTAL INFO FROM ACN 597633: I WAS WORKING A BUSY LCL SESSION WITH THREE IN THE TOUCH AND GO LNDG PATTERN; SEVERAL PRACTICE APCHS; INCESSANT TELEPHONE CALLS; AND RETURNING F16. AS THE F16'S CAME INBOUND; I ADVISED THE TFC IN THE PATTERN OF THEIR ARR STATUS AND ADVISED TO EXPECT EXTENDED PATTERNS AND HOLD SHORTS. ONE OF THE ACFT; A CESSNA; ADVISED HE WAS A STUDENT SO I ADVISED HIM HE COULD EXPECT EXTENDED PATTERNS. I RECALL CLRING THE CESSNA ON RWY 32 TO LAND; AND I INSTRUCTED HIM TO HOLD SHORT OF RWY 23 AND THAT I WOULD CALL HIS DEP. I BELIEVE HE READ THE CLRNC BACK. I THEN CLRED THE F16'S TO LAND WHILE IN DOWNWIND AND OBSERVED THE CESSNA XING THE THRESHOLD. AS THE F16'S WERE TURNING FINAL THE CESSNA APPEARED STOPPED ON THE RWY; THE FIRST F16 LANDED; AND AS HE TAXIED ACROSS RWY 32 I OBSERVED THE CESSNA CROSS OVER THE TOP OF HIM IN HIS DEP CLB. I HAD OBSERVED THE ACFT STOPPED ON THE RWY PRIOR TO THE F16'S TURNING FINAL AND DON'T REMEMBER I EVER CLRED THE ACFT TO DEPART.
