RERELEASE FLT PLAN OVER ROMDA. REQUESTED 5380 FT; WE HAD 5840 FT TO START OUT. WE GOT ASSIGNED 2000 FT BELOW OUR REQUESTED ALT. OVER NORTH PACIFIC; FUEL LOG SHOWED ABOVE ESTIMATED FUEL. THE ENTIRE TRIP; WX AT JFK WENT BELOW FORECAST MINIMUM; 1/4 MI BROKEN; 300 FT OVCST. OVER IN VOR WE WERE TOLD TO HOLD. INFORMED ATC COULDN'T HOLD. WANT TO GO TO BDL. GOT CLRED DIRECT BDL; DSND 9000 FT. AS WE TURNED TO BDL; ATC TOLD US NO DELAYS NOW FOR JFK. THEY GAVE US PRIORITY HANDLING DIRECT MAD VOR DIRECT CCC VOR DIRECT ROBER DIRECT JFK. WE WOULD BE ON GND 15-20 MINS. FUEL NOW 20.0. WE GOT VECTORS; SLOWED UP. AT A LOW ALT; FUEL WAS GOING FAST. AS WE INTERCEPTED THE LOC RWY 22R; FUEL NOW 14.5; WX NOW 300 FT OVCST; TWR VISIBILITY 1/4 MI; RVR RWY 22R 6000 FT. WE DECLARED AN EMER; WENT DIRECT EWR AND LANDED. WX AT EWR 3200 FT OVCST; 10 SM VISIBILITY; 180 DEGS AT 8 KTS. ON 2 MI FINAL; TWR TOLD US TWR VISIBILITY NOW UP. THEY COULD SEE THE WHOLE ARPT. WE BROKE OUT AT 300 FT. I CALLED LNDG AT ABOUT 100 FT. JUST ABOUT TO FLARE; WE GOT A WINDSHEAR WARNING. I TOLD THE CREW I WAS USING CAPT EMER AUTH AND LNDG AND NOT GOING AROUND. I COULD SEE THE ENTIRE RWY. VISIBILITY STILL 6000 FT; FUEL AT TIME WAS 13.9. TO GO AROUND WOULD HAVE LED TO A MUCH GREATER PROB. WE WERE ON SPD IN A STABLE CONDITION. LANDED; TAXIED TO GATE. ARR FUEL WAS 13.6. IN HINDSIGHT; BDL WAS THE CHOICE TO MAKE. SUPPLEMENTAL INFO FROM ACN 597766: I MADE A CALL TO ATC THAT 'WE' WERE DECLARING AN EMER AND LNDG AS CLRED. TWR ASKED IF WE NEEDED ASSISTANCE ON THE ROLLOUT AND I RPTED NEGATIVE.
