PCT COORDINATOR ADVISES C172 PLT OF PLTDEV FOR NON COMPLIANCE OF NOTAM ISSUED NOV-XA-03 SPECIFYING NEW PLT PROCS FOR DC EGRESS OF CERTAIN ARPT OPS LOCATED IN THE FRINGE OF THE DC ADIZ. ELK FSS DID NOT ALERT PLT OF NEW NOTAM.

Narrative

I DIDN'T KNOW OF ANY PROB. I LEFT MARTIN STATE ARPT (MTN) WAS TOLD BY THE TWR TO PROCEED ON COURSE. I PROCEEDED TO W29 DIRECT TO EASTON (ESN). IN THE PROCESS OF GOING TO W29; I WAS TOLD TO CONTACT POTOMAC TRACON; BY MARTIN TWR. I CONTACTED THEM; TOLD THEM MY INTENTIONS AND WAS TOLD TO PROCEED ON COURSE. I MONITORED POTOMAC TRACON AND PROCEEDED ON COURSE TO EASTON. AFTER LNDG AT EASTON; I WAS TOLD TO CALL US CUSTOMS. THEY TOLD ME TO CALL POTOMAC TRACON. THEY TOLD ME IT WAS A PLTDEV PROB. I RECEIVED A RPT FROM ELKINS FSS; FILED AN ADIZ FLT PLAN FOR MY RETURN TRIP BACK TO MTN AND RECEIVED NOTAMS FOR MTN; W29; ESN; AND TOLD THEM MY RTE OF FLT. I WAS NOT INFORMED OF ANY INFO CONCERNING DEPARTING THE ADIZ IN ANY FASHION OTHER THAN SQUAWK XXXX ON DEP. AFTER LNDG AND SPEAKING TO A CFI; I WAS GIVEN A BULLETIN ON THE NEW FDC NOTAM BEGINNING NOV/XA/03; WHICH STATES THAT ACFT WILL BE REQUIRED TO TAKE THE MOST DIRECT RTE OUT OR IN AND REMAIN BELOW CLASS B AIRSPACE; AND THIS IS WHAT I DID! IT SAYS NOTHING ABOUT THE SHORTEST WAY OUT! I AM ONLY ASSUMING THIS IS THE PROB THAT I ENCOUNTERED. I WAS TOLD NOTHING OF THE SIT OVER THE PHONE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: UPON RETURN TO MTN; RPTR COORD PROB WITH AN INSTRUCTOR CFI. A PCT SUPVR WAS SCHEDULED TO TALK WITH THE PLT GROUP CONCERNING RECENT ADIZ NOTAM CHANGES. PLTS QUESTIONED THE INTERP OF '...MOST DIRECT RTE...' AS STATED IN NOTAM 3/0375. THE RPTR STATED THAT THE GROUP AGREED THAT 'SHORTEST RTE POSSIBLE' AS OPPOSED TO 'DIRECT' MAY PROVIDE GREATER AWARENESS OF APPLICATION; ESPECIALLY WHEN A 'DIRECT' RTE COULD PUT THE PLT IN THE IMMEDIATE VICINITY OF THE TRI-AREA CLASS B AIRSPACE WHICH IS TO BE AVOIDED. RPTR ADVISED THAT HE IS WAITING FOR AN INTERVIEW WITH A GOV AGENCY ABOUT THE INCIDENT.
