C414 PLT PENETRATED DC ADIZ WITHOUT CLRNC; AFTER THE ACFT LOST PRESSURIZATION AND HAD LOST CONTACT WITH THE PCT APCH CTLR BECAUSE OF HIGH CABIN NOISE LEVEL.

Narrative

I WAS ENRTE FROM CHESTER COUNTY ARPT; PA (40N); VFR WITH FLT FOLLOWING; INCLUDING A REQUEST FOR DCA CLASS B CLRNC; AT AN ALT OF 16500 FT. AFTER DEPARTING; WE CONTACTED PHL DEP AND WAS ASSIGNED A XPONDER CODE. DURING THE CLBOUT; WE WERE HANDED OFF TO HARRISBURG APCH; THEN POTOMAC APCH. UPON REACHING CRUISING ALT; WE ENCOUNTERED A TOTAL PRESSURIZATION LOSS; NECESSITATING A RAPID DSCNT. WE ATTEMPTED TO CONTACT POTOMAC APCH; BUT THE COCKPIT NOISE LEVEL WAS SO GREAT; WE COULD BARELY UNDERSTAND THE CTLR. I BELIEVE THAT HE SAID FLT FOLLOWING NOT AVAILABLE; BUT I AM NOT SURE OF THIS. I ATTEMPTED TO TURN EBOUND TO AVOID THE DCA CLASS B AIRSPACE; AND LEVELED OFF AT 10500 FT; AND CONTINUED THE FLT UNPRESSURIZED. THERE WAS STILL A CONSIDERABLE AMOUNT OF NOISE IN THE COCKPIT; BUT IT WAS MANAGEABLE. WE CONTACTED ZDC IN THE VICINITY OF NORFOLK; AND WAS ADVISED TO CALL ZDC UPON ARRIVING AT DEST. WE WERE ADVISED THAT WE HAD PENETRATED THE DCA CLASS B. WE EXPLAINED THE CIRCUMSTANCES TO THE CTLR AND WAS TOLD 'NOT TO WORRY ABOUT IT.' IF WE DID IN FACT PENETRATE THE CLASS B; IT WAS INADVERTENT AND DUE TO THE CIRCUMSTANCES. THE REMAINDER OF THE TRIP WAS UNEVENTFUL.
