A C152 FLT INSTRUCTOR HAS TO TAKE THE CTLRS OF THE ACFT FROM A STUDENT TO AVOID A KING AIR THAT HAD TO EXECUTE A MISSED APCH. THE KING AIR WAS NOT USING CORRECT RADIO FREQ AT THE TIME.

Narrative

WITH CFI ON BOARD; I HAD JUST COMPLETED A TOUCH-AND-GO AND WAS ABOUT 1/2 WAY DOWN THE RWY ON DEP LEG; ABOUT 50 FT AGL IN CLB. MY INSTRUCTOR LOOKED OVER HER SHOULDER; SAID AN EXPLETIVE; AND SAID 'I HAVE THE AIRPLANE.' UPON RELEASING THE CTLS; I LOOKED BACK AND SAW THE KING AIR ABOUT 200 FT BEHIND US MAKING A MISSED APCH. INSTEAD OF FOLLOWING FAA RECOMMENDED PROCS; THE KING AIR PASSED ON OUR L; HIGH. MY INSTRUCTOR ASKED THE PLT'S INTENTIONS. I DO NOT RECALL HIS RESPONSE. MY INSTRUCTOR THEN ASKED HIM IF HE HAD SEEN US ON FINAL OR HEARD US ON CTAF. HE RESPONDED THAT HE HAD TUNED HIS RADIO TO THE INCORRECT FREQ AND HEARD NO TFC. THIS AND OTHER MORE MILD INCIDENTS HAVE LED ME TO BELIEVE THAT MANY PLTS AT UNCTLED ARPTS DO WHATEVER THEY WANT WITH NO REGARD TO SAFETY OR ORDER. THIS INTENTIONAL DISREGARD FOR PROCS; COMBINED WITH THE VERY HVY TFC AT OLV; IS GOING TO GET SOMEONE HURT. I HAVE BEEN AN ATC CTLR FOR MANY YRS AND I AM NOT ACCUSTOMED TO THIS UTTER CHAOS AND RECKLESSNESS. SUPPOSEDLY A CTL TWR IS PLANNED AND I HOPE IT IS COMPLETED SOON. I EAGERLY LOOK FORWARD TO HAVING A FELLOW CTLR WATCHING MY BACK. THESE 'FREE FOR ALL' PLTS ARE IN FOR QUITE AN ADJUSTMENT!
