Synopsis

WESTWIND I CREW DID NOT COMPLY WITH THE FIRST XING RESTR ON THE TRALR RNAV ONE SIDE AT LAS.

Narrative

2 PLTS; PIC AND SIC. I WAS ACTING AS PIC. DEP ON RWY 19R AT LAS. WE WERE ISSUED THE TRALR RNAV ONE DEP; DOVE CREEK (DVC) TRANSITION. UPON RECEIPT OF THE DEP CLRNC; THE SIC REVIEWED THE TEXT PORTION OF THE SID. NEXT; THE SIC REVIEWED THE GRAPHICAL DEPICTION OF THE SID STARTING AT THE TRANSITION FIX (DVC) AND WORKING BACK TO THE DEP RWY. THE FIRST RESTR IS WILLW WAYPOINT. THE NEXT RESTR IS CEASR WAYPOINT. THE NEXT AND ONLY OTHER ALT RESTR IS AT ROPPR WAYPOINT AND IS 7000 FT. THE PROB WAS THE SIC MISINTERPRETED THIS RESTR AS ANOTHER 'AT OR ABOVE' XING; WHEN IN FACT; THE CHART ACTUALLY SAID 'AT OR BELOW 7000 FT.' THE SIC BRIEFED THE PIC ON THE DEP. AFTER THE TKOF WE WERE HANDED OVER TO DEP AND DEP STATED THAT WE WERE TO FLY THE SID AND COMPLY WITH ALL RESTRS. SHORTLY THEREAFTER; THE CTLR MENTIONED THAT WE SHOULD COMPLY WITH ALL RESTRS INCLUDING SPD RESTRS. THE SIC NOTICED OUR GND SPD WAS WELL OVER 250 KTS BUT THAT OUR INDICATED AIRSPD WAS IN FACT 240 KTS AND CONFIRMED 240 KTS WITH THE CTLR. THE NEXT CTLR MENTIONED THAT WE SHOULD COMPLY WITH ALL RESTRS ON THE SID. THE SIC INFORMED THE PIC THAT WE WERE JUST PAST ROPPR AT NEARLY 9000 FT. WE ARE NOT CERTAIN IF WE WERE ACTUALLY HIGHER THAN THE 7000 FT RESTR AT ROPPR HOWEVER; DUE TO THE NUMEROUS COMMENTS BY THE CTLRS; THAT WE ASSUMED WERE PROMPTED BY OUR HIGH GND SPD; WE FEEL THAT IT IS QUITE POSSIBLE WE CLBED ABOVE THE 7000 FT RESTR. PREVENTION: IN THE FUTURE WE WILL BOTH REVIEW THE DEP PROC AND EACH RESTR NOTATION WILL BE READ CAREFULLY. WHEN YOU HAVE SEVERAL SIMILAR RESTRS ALL FOLLOWING A COMMON PATTERN IT IS VERY EASY TO MISINTERPRET ONE OF THE ITEMS DEPICTED ON THE CHART.
