PA28 INSTRUCTOR AND STUDENT LWOC AT OUN ARPT WHEN TFC CLRED FOR TKOF BY THE TWR GIVES WAY.

Narrative

WE WERE RETURNING FROM A STAGE CHK FROM THE W AND HAD CANCELED AN IFR FLT PLAN. STUDENT CONTACTED OUN TWR AND WAS ADVISED TO RPT L BASE FOR RWY 35. UPON TURNING FINAL TO RWY 35; OUN TWR CLRED ANOTHER PA28 TO TAKE OFF. THAT ACFT STARTED TO MOVE ONTO THE RWY; BUT STOPPED WELL SHORT OF THE RWY. WE ADVISED TWR THAT WE NOTED THE ACFT CLRED TO TAKE OFF HAD STOPPED; SO WE WERE GOING TO GO AHEAD AND LAND. THERE WAS A LOT OF ACTIVITY ON THE FREQ AND TWR DID NOT ACKNOWLEDGE THIS XMISSION. I ADVISED THE STUDENT TO GO AHEAD AND LAND. WE SUBSEQUENTLY MADE A LONG LNDG AND TAXIED OFF THE RWY. TWR ASKED US IF WE RECALLED BEING CLRED TO LAND. UPON REFLECTION; WE PROBABLY DID NOT MAKE THE L BASE RPT OR RECEIVE A LNDG CLRNC AT ANY TIME. I SHOULD HAVE ENSURED THAT THE L BASE RPT WAS MADE AND A LNDG CLRNC RECEIVED. EVEN THOUGH I HAD OBSERVED THE ACFT WHICH WAS CLRED TO TAKE OFF COME TO A STOP AND THAT THERE WAS NO RISK OF COLLISION; I SHOULD HAVE REALIZED WE DID NOT HAVE A LNDG CLRNC AND GONE AROUND. EVEN HAD THERE BEEN A LNDG CLRNC; THE SAFEST THING TO DO WOULD HAVE BEEN TO DIRECT THE STUDENT TO GO AROUND TO ABSOLUTELY ENSURE NO POSSIBILITY OF A COLLISION.
